I think we should have a state treasurer who is accountable for the fiscal responsibilities of running the state. The office should have the most up to date accounting procedures with all the proper checks and balances. That office also should have the responsibilites for both collection of taxes and disbursement of payments. And they should be subject to audits as well. Kudos for suggesting it!
