		<description>If Pollard does run, he do better than the average Dem in Stafford, although he'll lose the county. I'm sure Peggy Garland talked to Pollard about her intentions so if he does not run,  that would keep the seat in GOP hands.</description>

Pollard represented the 99th district for 3 terms. He's we'll known in the Northern Neck district that had been Democratic since 1982 until Rob Wittman won it. He'd be a formidable candidate who always did well with Republican voters. 

In off years elections, the 28th breaks down as: 

53% Stafford/F-burg
40% 99th district (Wittman)
7% out of PW/Fauquier

In Gov elections:
54% Stafford/F-burg
42% 99th district
4% PW/Fauqier

It's a Republican district. It's not a lock for an 1st time Republican candidate going up against some who's been on the ballot in at least 40% of the district like Pollard. If Pollard runs, then Leans GOP If Pollard doesn't run, then it's Likely GOP.</description>
