Dave Ruttenberg, who had filed a five million dollar lawsuit against the City of Manassas Park and several police officers last year, and who lost that court case in what seems like a terrible miscarriage of justice, filed an appeal with the 4th Circuit Court of Appeals yesterday. The appeal claims that Ruttenberg was denied his rights under the 1st, 4th, 5th and 14th Amendments, six portions of the United States Code, and multiple sections of the Virginia Code. I would urge public interest law firms to review this brief and file amicus briefs in this case which could have significant implications for the rights of business owners in Virginia.
