		<description>Some of the provisions of HB 1970 had been rejected by the US Supreme Court.   Since the late 19th century states have had no direct jurisdiction over immigration policies because of Congressional pre-emption.

In my judgment there is no utility in voting for a bill so obviously headed for a loss in the federal courts.

		<description>I disagree, Greg.  Of the Democrats they could have chosen for this panel (proportional representation is the norm) these two are probably the best the GOP members could ask for.  Tyler and Jones know nothing about immigration, and the GOP members are very well-versed on the subject.

It could have been much worse - you could have seen a powerhouse like Kenny Melvin or Brian Moran on there, which would have really made your life miserable.
