Supervisor Stirrup Resolution Update

I’ve gotten word that the resolution proposed by Supervisor John Stirrup will be modified and actually presented for a vote at Supervisor’s time at today’s 2PM board session. Earlier I had expected that because this was a change in the county ordinances, the vote would be delayed until August 7th in order to provide adequate public notice and a public hearing. Now that the resolution has been re-crafted to not directly change county ordinances, it can be voted on today.
The show starts at 2PM. County residents will want to be there.

How does this effect enforceability of the policies? If it’s not part of the code, what’s to enforce?
It could be that the resolution calls for a policy to enforce the code by taking certain steps, such as verifying legal status.
3:26 pm Update. I am watching the live broadcast. Chris Royce was up first in favor of the resolution which was great. Where was Mr. Gill, and does he support this resolution?
I just watched a crazy woman from Washington DC act mad about the resolution and berate the board. I do not know how speakers are chosen, but how can people who are not residents of the county get a place ahead of others on Citizen’s time? Now some crackpot named Crone is playing some strange tape about mr. Stirrup who had to be forcibly removed.
I contiune to be absolutely astounded at all the speakers advocating for lawlessness. I cannot believe that it looks like the fix is already in, it looks like we ran out of speakers with the last 5 out of 6 being against.
4:32 By the way Greg did a great job! there was just some guy from the VA Sanctuary movement who lives in Oak Hill VA shaking his finger at the supervisors that they should not support the resolution. It is obvious that the folks who are against the resolution do not live close to the trash blowing around in Manassas. Now the last person speaking is some woman who is likening the resolution to slavery. I think the most compelling testimony came from the woman who had been rearended by an illegal alien at a railroad junction in Manassas who then fled the scene. She wanted to know who would cover her increase in insurance costs.
Now the County Executive is talking wishy washy obviously against the policy. He pointed out the circumstance that the INS ran into lately with the passport situation. Now Chief Deane is talking about the Washington Post article which negatively highlighted Prince William County “hounding immigrants” it seems both would rather not do a darn thing.
4:44 Chief Deane ponits on his years of experience predicts that if the resolution is adopted, Prince William County will be seen as racist, unsolved crimes will rise, gangs will increase, vigilantism will rise, increase in petty calls, civil disruptions in the community. This could mean a more radicalized population, dividing into two camps and the polarization will be similar to the polarization surrounding the US involvement in Iraq (what the?) Increases in taxes, police, jail facilities. Surge in crime due to unsolved cases and vigilantism that will drive illegal alien youth into gangs.
Recommends a different approach; 3 phases.
continue aggressive approach to immigration (what approach?) work with Ice, gang task force. I can hardly stand to listen to his nonsense. We should only target the worst of the worst criminals. Immigration status inquiries will be done only in physical arrests or the individual poses a threat to the community. Educate the public on what we are and are not doing in order to prevent a class of silent victims who will not report crimes because of fear. it is obvious to him that citizens who support the resolution have little knowledge of the impact of its implementation.
The problem can only be solved at the national level. We cannot solve the problem only maximize the use of federal laws to keep the community safe.
Because of national interest we need to have a balanced and measured approach. Now Chief Land is talking
5:15 Chief land briefs jail situation. ICE will take 40 prisoners a month for deportation. after that who knows. The discussion appears to be going in the direction of “anything we do won’t work so why do anything”. Mr. Jenkins pointed out a conversation about a State Trooper who he heard about stopping a car with 19 illegals in it and had to let them go. Why that was important who knows. Sounds like it is time to recall our law enforcement chiefs for just quitting. Now Gerhart is talking saying we can that we can have more than 40 criminals but ICE will only take 40. So we must be aware of the public expectation (code for why do anything). he then reminds the board that anything they vote on we must be able to do. So if we are going to restrict something we have to be able to do it. he points out the county decal issue. Points out what the county is already doing. Hard to watch his presentation.
5:31 Now a discussion about that the citizens are really concerned about overcrowding and that the county executive needs more time to take a look at code changes. Mr. Jenkins rambles on about code changes and wants it added to the list of things to be looked at. Now Gerhart gets to the real issue the writ of mandamus where of course he will get hammered if he waffles on things. Wants to take a look at this. (code for all of this, postpone any action so the whole thing can be dragged out until it goes away) His recommendation is that BOCS does a staff study to look at services, issues, implementation tables, costs so the whole thing can be pushed off to a fall work date. Everyone has been referring to a major rewrite of the resolution that will change enforcement effect of the resolution. I can’t wait to hear about that next.
5:49 Well, so much for a good idea. Mr. Stirrup allows implementation to be moved off 90 days. Also Mr. May takes owership of changes to inquiry of immigration status now made only with “probable cause” in order to protect rights of anyone present in the U. S. (what?)
Also writ of mandamus is gone. Wouldn’t want to be held accountable now would we. Mr. May says our writ of mandamus is “citizens time” at these meetings. Mr. Nohe now says only if someone is making our community unsafe we need to remove them from our streets. It will be fun to see the MJM claiming victory tomorrow and all the burning couches in the streets tonight.
6:01 Now everyone is deferring to Chief Deane about how they need to proceed. Mr. Stewart is now crowing about how the board has stepped up to the plate. Unless I am mistaken it appears that the only thing this resolution (vice ordinance) now does is tell county employees to follow existing law. That “This is the best thing that we can do”. Well goodnight gracie…

Wow, so Deane is worried about high taxes, loss of quality of life, and more crime. Well, I think all of those things have all ready happened in the County. Can he possible be more stupid?
Deane was horrendous. Definitely not worthy of being the chief of VA’s second largest county and the nation’s seventh wealthiest.
Gerhart needs to go, too.
Deane thinks he’s been doing plenty and that it has actually been making a difference. Typical liberal spin - no ideas of his own, just wants to convince us that nothing can be done.
As president of a large HOA, I can attest that Deane doesn’t do anything proactively. Everything with him is reactive. If it wasn’t for citizens raising a stink (and going to the Potomac News every once in a while), he’d never get up off his duff.
Justice was served today, thanks to Greg, John Stirrup and all the great citizens that came to support the Resolution. Well done!!!
It’s a giant accomplishment but there is much more work to be done on this issue. VA is a Dillon Rule state and we live in a county, not a municipality which limits what our local government can and cannot do. The next step is to encourage our PWC Delegates to introduce legislation in Richmond that will empower local governments in VA with the authority to enforce illegal immigration.
We also need to contact our Congressman, since they have control on a federal level. To really get things under control, it will take local, state and federal authorities working together.
I sent an email to Jeff Frederick and Bob Marshall today with suggestions and was told that Jackson Miller is working on it too.
Time to call Frank Wolf’s office while the iron is hot. Since he is so good at getting money for us to help get rid of gangs maybe he can get money to us to help out with 287g.
It was a very interesting, long day. After the meeting my friend interpreted some of what Ricardo Jaurez and other were shouting to the crowd of about 100-125 illegal alien apologists. Some of what she heard is “we are Americans no matter our legal status”, “We will sue the county and tie this up in court until we are legal.” The police haven’t seen anything yet”
We need to keep up the pressure on our elected officials. We are starting to get results. Help Save Manassas has done well so far and I urge those of you who are not members to join.
