Pressure On Chief Deane Mounts

The calls for Prince William County Police Department Chief Charlie Deane’s resignation seem to be ramping up with today’s editorial in the DC Examiner, echoing the recent comments of a number of BVBL readers.  For all of the great work the Chief has done, and that should not be overlooked, his recent comments to the press and dire over-the-top warnings to the Board of Supervisors about the advisability of ensuring that state and federal laws are fully complied with raise strong questions about his fitness for office.  For someone sworn to serve and protect the safety of the law-abiding residents of Prince William County, his personal dedication to protect the interests of the illegal aliens unlawfully residing in the county is deeply troubling, and clearly puts him on a collision course with not only those whom he is obligated to serve, but the Board of Supervisors which has the authority, which the Police Department lacks, to dictate policy.

The premise that people who illegally enter the United States should enjoy the same privileges as taxpaying citizens and legal immigrants is a dangerous conceit because it turns an inherently unlawful act into an entitlement. It literally makes crime pay.

Yet those who point this fact out are constantly accused of bigotry by critics who presume to know the hearts of their opponents. Even Prince William Police Chief Charlie Deane played this shameful rhetorical game with his suggestion that the county would be seen “as a racist community intent on driving out a single population.” Prince William residents should ask Deane if his ludicrous assessment of them and the supervisors is an appropriate attitude for a law enforcement officer pledged to protect all citizens.

I’ve heard on background that Chief Deane may not be the one completely responsible for this attempt to thwart the oversight of the Board of Supervisors, but that county staff has begged him to go to bat on their behalf.  I have some problems with this scenario.  After so many years of service, I cannot fathom the Chief agreeing to cover for what would be the cowardice of some of the county staff who might lack the courage to voice their concerns to the Board of Supervisors themselves.  I also can’t imagine the Chief testifying to anything other than his personal convictions before the Board.  This scenario would require that the Chief present to the Board opinions that are not his own, and with which he does not agree, in order to satisfy the interests of others.  I believe he is more honorable and more courageous than this, and would steadfastly provide the Board with his own opinions without regard to how he thinks anyone else may view them.  I might strongly disagree with many of the things he has said, and with some of the decisions he has made, but I don’t for a minute believe he is unethical, co-opted by county staff, or willing to cover for those with less courage than himself.

He’s still a liability, not for any defects in his character, but because his quite publicly stated convictions are entirely at odds with our elected officials and the desires of the public.  We can’t have a Police Chief publicly warning supervisors that if they take some action the results will be calamitous, only to be charged with the full and faithful implementation of that decision after he had been unanimously overruled.  Chief Deane put himself very much front-and-center on behalf of the interests of the illegal alien apologists, which puts him in a terribly awkward position to now execute policies that the illegal alien apologists are howling about.  The courageous course for the Chief is to stand by his convictions and admit to the Board of Supervisors that he is not the man to oversee this initiative.

There is no dishonor in putting principle above personal interests, even if those principles are absurd.

    Well said, Greg, just like there should be the non-support ALL Republicans should openly give for Faisal Gill. When former head of the KKK David Duke won the Republican nomination to run for Governor of Louisiana a few years back, Republicans nationwide openly spoke out against him and many elected Republican officials nationwide supported his Democratic oponent, and rightfully so.

    The difference between David Duke and Faisil Gill is, where David Duke wanted blacks and Jews to be hung from the highest tree, Faisal Gill is “proud of his service” (his words) to the American Muslim Council, whose objective is that ALL non-Muslim Americans DIE.

    We are now well into a month since the convention and still no ruling from Kopko. I support you for these blogs on the illegals, but they have since taken over BVBL when maybe they should be at “Help Save Manassas”. While it’s true this IS your website, Greg, and you have done nothing short of a miracle with your in depth reporting and investigations in local matters, let’s stick with the mission statement of “Black Velvet Bruce Li provides you with local political coverage for Prince William County, Manassas and Manassas Park.     I may take a pledge to support all Republican candidates, but if I lived in the 51st, I would say that I DO support the winner of that convention and that winner is Julie Lucas. Like Chief Dean, Faisil is a liability to the Republican Party. When The Citadel went co-ed, unlike some, I did not roll over and say, “Ok, now that they are here, I fully support them being there.” No, because then everything I had said prior to their being admitted would be worth nothing.

    I’m not sure what staff he would be covering for either. If he’s “covering” for the staff he’s suppose to represent (Officers), every officer I talked to is more then happy to begin calling ICE. I think it’s simply a chief who is looking at what’s good for department (calls for service allow more funding) instead of what’s good for citizens.

    All of the BOCS need to know that Chief Deanes comment were offensive to those of us that want our laws enforced. He even went so far as to say vigilantism would result from this resolution. That to me means that he thinks the law abiding citizens of the area will take the law into their own hands.

    Do you think we need to get some petitions going? I know my neighborhood is not too crazy about Chief Deane.

    Lafayette, by the way I checked about the yard sales. There is nothing written in the code about the number of yard sales. It looks like a judgement call type of thing. Zoning told me that if it looks like a flea market type of thing then they would look into it. M.C. from neighborhood services also says there is nothing written in the code about the number of yard sales. She did say if more then 4 then a permit but it sounds like a judgement call since nothing is written in the code. Seems like no one I’ve talked to can tell you where to get the permit. Also, you can have situations where kids are having yard sales to make money (kind of like when we use to do lemonade stands). So I guess that could get kind of nit picky.

    Deane is showing everybody his true colors. He has always been like this, there just hasn’t been such a passionate debate within the county before to bring it to light.

    He needs to be fired. The rank and file will be under pressure from him to keep things the way they are yet they will alsohave to follow their new directive by the county. Discontent within the ranks makes for a difficult situation for all of us.

    Greg, let me correct your statement. Charlie Deane is VERY unethical. If you need me to give you another example, then I will just go to my Charlie Deane library of screwing his officers, and tell another story. My only problem would be trying to select which story among many to tell.

    In the administration of departmental personnel, it is always more important to him to find an opportunity to send a message to other officers, instead of acting on facts. This man has NO loyalty to his sworn members. If you don’t believe me, just look on the internet, papers, ect. and see how the department has to continuously find new hires………fewer and fewer officers are staying. But his spin on the problem is that the extended level of recruiting is to find the best people.

    That said………….do you really think he is going to do what’s right by PWC citizens. I think not. But don’t worry. I can guarantee you he will make sure that the perception will be that the department is enforcing immigration measures.

    He has become a cancer within the county, and he needs to be cut out.

    My neighbor is just doing this to get rid of stuff and get some money for her kids. I know I’ve done some to help my daughter earn some money for some things she wants to buy. Mostly to make sure she learns that money doesn’t grow on trees.

    Your neighbor is selling typical yard sale items, and not trying to run a small “thrift store”.
    The folks on Damascus, were selling all kinds of high dollar items(for a yard sale). They kept the merchandise under the carport and were maintaining a trash heap. They would have 10 strollers, 3 or 4 lawn mowers, power tools, 5 high chairs, 10 baby car seats, all kinds of furniture on given day(that’s just a few of the items). They were open for business 5 days a week, and the traffic was causing problems for drivers and children. They also would leave their “yard sale” signs up all over the place, and not ever take them down.
    This place was a mess. Numerous people called on this place numerous times.
    We don’t have to worry about that this summer, the house was foreclosed on!!
    When the county started it’s clean sweep, that house was the first thing the PCE Inspector asked be about. It was so bad there, he would check them out on the weekends too.

    Stay focused folks. We need to stay on top of Deane and the 287g memo with ICE that the resolution requires. We need to stay on top of what he would consider “probable cause” to suspect someone of being an illegal alien.

    The flop houses are next. Get their addresses, get pictures of the cars in front of them showing their license plates, get pictures of the individuals coming and going. We’re going to take this County back (one way or another), and Deane and every other County official can either get his head right and get on the bus or get run over.

    I’ve got pictures of the things you mentioned above. I never leave my house without my camera.
    There’s a truck, that’s been tagged for removal/towing. The nice owners, are removing police issued stickers from the window, and moving the truck from street to street. I notifed the PWCPD, about the hiding of the truck, within minutes 2 officers were looking at the truck. The only thing this truck has is one VA plate, that expired 07/05. I hope this thing gets towed soon!! The officers, ticketed the truck for no PWC sticker and no VA Inspection.

    I think the amount of trash put out for pick up is very telling of the number of occupants of a house. I’ve given pictures of these things to the PWCBOS, and told them this is a very good indication of overcrowding.
    Trust me, the houses with open storm doors and property code violations DON’T like it when the county knocks on their door. They won’t answer the door when there’s 6-8 cars in the driveway and on the grass. I think when there’s that many cars someone is more than likely home.

    On another thread I mistakenly addressed how I thought ICE training had occurred a couple of yrs. ago. I left PWC law enforcement just after ICE was formed. Immediately after ICE became our federal immigration agency, there was communication with local law enforcement agencies regarding procedural training for the processing and deportation of illegal immigrants. We were informed we would be receiving training in the immediate future for the deportation responsibilities of sworn members after arresting undocumented arrestees.

    I was recently corrected on this web site that the training I am referring to was only recently conducted. I need to preface this by telling you I have no idea why a number of yrs. has passed and no training was provided. It’s possible that it has taken ICE this long to establish and provide the training. It may also be the fault of our jail board, police leaders, or politicians.

    My point related to this thread……….if the long delay for this training is due to Charlie Deane dragging his feet due to his unwillingness to enforce the law, then God help his future as our police chief, and jail board member. I think I will look into this and contact someone who has an answer to this question.

    I am still tracking the storm doors (I have about 4 weeks worth of data). The patterns are very clear. Something is definitely going on. Probability would suggest that doors would close and open on a regular basis (if people were just “getting fresh air”). That is not what I am finding. The doors are staying open consistently week after week. In the non-hispanic areas that I use for a control reference…I do not see any of this happening…in fact…I do not see any storm doors open at all.

    Greg, at the most recent Land-Use committee meeting in the city, Chief Skinner and City manager Larry Hughes both spoke against law enforcement with regards to the vendors issue. They both told the entire commitee and citizens present that there would be a great outcry in the community against enforcing the law. After the question of ‘why enforce is not going on to begin with in this area’, Chief Skinner informed all of us in that room and shocked most of us by saying “there are too many laws on the books and not enough officers to enforce them all”.     Actually Silverfox, that makes a great deal of sense. There ARE limited resources for the Police Departments, regardless of the jurisdiction within the County. The fact is, those who are closest to the problem (those people who live in the neighborhoods affected by the problems) are actually most suited to gather the evidence of the laws being violated because they have access to that evidence constantly. I believe that, acting on citizen complaints, is a good thing.

    Now, if Chief Skinner (or the other two) then IGNORS those complaints, that is an entirely different situation and a demand for his (their) resignation(s) are not out of line.

    Shouldn’t we act now in asking for a new Chief? It is obvious by Chief Deane’s comments that he doesn’t want to comply with the resolution. I’ll bet he’ll make probable cause so difficult to determine for an officer that we will be back to square one. Also, can they ask status now or does that have to wait for the 60 days. The problem is that when the 60 days are up we’ll still have the same Chief who doesn’t like the resolution and then if the Board gets a new Chief, it will take time and we’ve wasted so much time already.

    I’ve also got to say that since yesterday’s raid in Maryland I’ve seen a lot of Hispanics driving around here with MD tags (maybe it’s my imagination). I’ve also seen plenty of North Carolina tags. One NC car seems to habitate at 7704 Woodstock St quite frequently.

    Why can’t ICE make a raid here? I can give them plenty of locations (especially the 7-11 near pizza hut). IBC Roofing would also be a good target. In addition Craig’s Lawn Care and L A Wedge are good targets. I’ll bet Mario Brother’s Painting hires nothing but illegals. Oh let’s not forget Solis Painting.

    I agree with the person who asked why can’t ICE come here and do what they did in Montgomery County. According to the paper, the Spanish stations were warning “their” illegals not to go to Maryland. Isn’t what we want????!!!! Warning illegals not to come here??? Spend the money on laws that already exist instead of asking the police to handle a national problem without the benefit of authority.

    Unfortunately all you want your officials to do is chase rats. Remove the resources the illegals will go away. The focus should be on blocking services and on private industries that feed them.

    I feel better now!!!! Little less talk and a lot more action — but look at where you have a chance to suceed.

    I have been hounding Harvey Morgan (R) who heads up Commerce and blocked EVERY bill submitted regarding illegal immigration. Ask him why he doesn’t want to go after employers….

    You realize this is a place for people to voice their opinion. While it may all seem to be “preaching to the choir” stuff it is important to have this as an outlet.

    HSM is a great way for people to get involved and I bet there are a number of members who post here. I think there has been a lot of evidence of action on the part of the people who post here. They make phone calls, they provide businesses that cater to illegals(so people will not support them). They do show up at public hearings, they write letters to the local papers. So, while it may not seem there is a lot of action going on, in reality there really is. It will take time, but we are seeing changes.

    Is there any way we can coordinate monitoring illegal alien boarding houses in each other’s neighborhoods? My concern is that the illegals will see us taking photos, etc., know who is monitoring and reporting them, and then know against whom they should retaliate.

    We’ve already had damage to one of our cars hit by illegals who had a truck with phony license tags. The police checked the registration and the truck was gone before they could do anything. These boarding houses are home to criminals, not “honest, hard-working people.” If the illegals know who is taking action I have no doubt that homes and property will be vandalized while Chief Deane is trying to define “probable cause” so as to be able to do nothing and avoid upsetting the illegal community.

    We have at least four illegal alien boarding houses on my street. A new one opened a couple of weeks ago and has had the front screen door opened since.

    If I help monitor your neighborhood and you help monitor mine, the illegals won’t be able to determine against whom to retaliate. Is there any way HSM could help coordinate this?

    By the way, rank-and-file in the PWC Police are fed up with Deane also. I spoke to an officer off the record shortly before last Tuesday’s vote who echoed the off-the-record sentiments others in the blog are reporting from officers. They can’t stand Deane and not only are they not worried about the extra work of checking immigration status, they are eager to do it so the Department can do its job of protecting legal residents of the community.

    Isn’t anyone interested in removing the resources? You know the employers? Construction, Pool Companies, Lawn Services. How about those that make money on them? Car loans, Mortgages, Banks?

    It has has been suggested it is more illegal to be illegal than it is illegal to hire illegals or do business with illegals. Looks like that is the stand here.

    I am unable to determine legal status by simply looking at “them”. I will not be of any use patroling neighbohoods. However, if you are seeking zoning violations, you may be on to something.

    I question the motivation of HSM Mr. L and think I will move on to find a group that is more interested in solving the problem at the core rather than a group only interested in seeking sensational headlines. Sensationalism is generally ineffective in the long run and not worthy of my time or my money. Plus as you can see, when it really comes to sensational action, people back off.

    Also, USADAD the press is seeking us not the other way around. Also, zoning laws exist to seperate businesses (including motels, hotels etc.) from residential areas. If a house is being used as a motel then it is in violation of zoning laws. If it walks like a duck, quacks like a duck, has feathers like a duck and lays eggs like a duck then it’s a duck!

    There are two houses on my street that are owned by business owners and let their employees, and anyone else that sees the storm door open live in the house.The houses have an average of 8 eight cars/trucks/vans on any given night.One of these houses caused a chemical spill last summer. These were chemicals they use to their work. The entire block was shut down all day.
    I also have info on vehicles that pick people up at 7-11 for work.

    This is just a reminder for everyone, the Murder Trial starts tomorrow for the MS-13 gang member that killed C.J. Angelos. Wanda Angelos would love to have support at the trial if anyone can make it. I believe it starts at 10:00. Monday is jury selection and the trial is expected to last through the 18th.
