I have no doubt that is happening but...it is probably because of SOL concerns most likely, not esol specifically.  You did not mention the level.  Schools must pass math and English to satisfy the conditions of the No Child Left Behind Act.  In order for schools to show annual yearly progress, the sub-groups (special ed, economically disadvantaged, minority, and esol) must show a certain percent improvement.

The above is a great oversimplification of what goes on but that is the gist of what is driving all of this:  overall improvement of SOL scores.</description>

By tolerating Kopko's antics without any censure whatsoever, they are not only encouraging his continuing malfeasance, but the appearance that malfeasance is a common Republican practice.  How long before honest people will want to have no association with the Republican Party whatsoever?  They are becoming an embarrassment, particularly to people like me who helped build this organization in the 70's and 80's.  I feel like I wasted some of the best years of my life.</description>

Do some research on the truant officer at one of the county high schools (actually, more than one).  There's one, well-known, who was hired to do one thing:  Coach men's basketball.  But, he does a crappy job doing what he was hired to do - making sure kids that don't come to school are disciplined for their actions.  Too often that's what these local schools care about the most:  Athletics.  Of course, what else is new?
