I think Frank Wolf realizes what has been done wrong. I still stand with the advise to the parents of this young girl to get in touch with him personally.
If it were my story, that’s where I would try going.

Re: Concealed handguns, there were many of those within feet of where this outrage occurred, I assure you. None of those did any good this time.
I’m not knocking your comment, just adding that vigilance is also needed. We need to look out for any suspicious activity.

Virginia is a shalll issue state folks, go get a Concealed Handgun Permit. It only takes attending a short class, paperwork and $50. Your famalies safety is well worth the cost of the class and the $50.

He should be aware - he is one of the ones at fault for not deleting the preemption verbiage which has allowed gangs to flourish.

This story is an outrage to all parents and the community in general. The police department should be proactively seeking out these animals and then the sytem should put them away for a very long time. I feel for the parents of this girl but more importantly, for the girl herself. I am sure she feels like no one gives a crap about her except her parents and you know what, it seems she’d be right. To her parent’s: contact the Washington Post, the MJM, and Congressman Frank Wolf’s Office. Don’t accept this. Raise enough hell that someone finally gets off their duffs and does something. You will be helping to save some other 14 or 15 year old by doing this. And know that you have the support of many, many people behind you!

I’m sorry to tell you that they are.
In 1996 a white guy crashed through my back yard (on Ashton). Many of you will remember that incident. It was a result of a drunken run from MCPD. Felony eluding, DUI, and more. Long history of DUI’s.
I went to the court house and did a manual search of his priors. I found him in five different names, initial used or changed here and there. Different DOB’s. This guy had a history that should have put him away for a long time. Yet, the commonwealth continued to release him with virtually no penalty.

Like another prior post, I have searched the online database for cases (traffic, civil, criminal) in PW and Fairfax County, Just try it and you will see what I mean. Pick any name and you will come back with some unbelievable histories; you will find the same people time after time, in different jurisdictions, getting off time after time!
I found myself wanting to know the attorney they used so I can get off when I do something stupid.

I agree. Yet she still has a hard road to travel since rape laws still put the victim on trial, and it doesn’t matter the color of the rapist. She did the right thing by telling her mother, I just hope the cops and DA will do right by her. It’s harder to be a rape victim than a mugging victim. God bless her.

The police should’ve been all over this from the start and not rested until they had all evidence possible. This is not the first the police had to investigate a rape, and should’ve guided the victim and family through the evidence gathering proccess. This was the first time(I would think) the parents had to deal with their 14 year old daughter being raped, and they must have been devistated.
This is a horrible incident, and seems to be happening more often. There are also many rapes that go unreported. The victims fear not being believed. We need to let are children know are here for them, no matter how much they might like to think otherwise, and certainly in the teen years.
Thank goodness, this young lady came forward. I admire her courage to tell what had happened to her!

Please believe that I am neither second guessing the parents nor the victim. I just am curious as to what the detectives did for the victim. Have they gathered evidence? If not, then why? From the first post it looked liked the parents were playing phone tag with the detectives, and the police missed out on opportunities to arrest the rapist. Perhaps we lack many facts. However the police will not tell parents what to do. My mother was a rape counselor for many years when we lived Newport News. She was always on call, and it was she who alerted the victims as to their rights. Police don’t know about morning after pills, HEP, HIV and what antibiotics are suggested for STDS. Don’t expect the police to know how to handle a juvie rape, or even understand how it happens. NO visible injuries = no crime. You aint shot or stabbed then its on your plate to prove a crime was committed against you. I hope the victim in this story can prove her case. I hope the DA thinks so to. But what will most likely happpen will be his word against hers. She gave him her cell number (mistake # 1), he’ll claimed she consented, he’ll claim she said she was eighteen and have friends who can testify to this, he’ll claim she wanted to be sexed in, he’ll claim she “thought” he was in a gang though he’ll swear he is not, and the state may not be able to prove this, he’ll swear he told her how old he was but she didn’t listen, he’ll swear she was willing, he’ll swear she knew what she was getting into, but backed out at the last minute, but at that point he could not be responsible for his friends did. She IS the victim, but with a good defense he may walk. Especially if she has character flaws which in court speak means she wasn’t a virgin before the attack.

No one suggested going to the ER and having a rape kit done? No police officer asked her for he clothing and undergarments she wore that evening which could have contained DNA information? No Dr. was called upon to confirm that she was raped? Document bruising and tearing? The cell phone may contain info, but her clothes probably contained the real info. It’s hard enough for rape victims to be taken seriously if they haven’t been beaten, and it’s even harder when the police doubt them and then do not collect the evidence that they could have as soon as they were notified of the rape. If this were my daughter the first thing I would have done was bag the clothes she wore the night before. Second would be to visit an OB and have a rape kit done, admin antibiotics to prevent STDS, give her the morning after pill to ward off pregnancy, and begin HIV/HEP testing and start preventitive meds for those possible infections. I would have been sure to have her combed and photographed, and for good measure would have made sure some scrapings were done beneath her fingernails. Parents can advocate for their children and should do so. Don’t expect the cops to do it for you. I hope the child mentioned is seeing a therapist to deal with the horrible situation she has undergone.

Commonwealth attorney is probably a good bet..go over the PD’s head. Then if the Commonwealth attorney doesnt play ball I would go to the press with the story. Hit up all the news stations (not just newspapers) and go from there.

Once it hits the evening news, there will be more than enough police to get the ball rolling. County supervisors may be able to help but I’m not sure how much.
