I think the above demonstrates that when the senate supported the initial version of this bill, it was something guaranteeing in-state tuition rates for illegal aliens. When it got to the House they passed a substitute that said the exact opposite. The Senate rejected the house substitute, it went to conference, and what was reported out was essentially the House version.

The January 23rd vote by Colgan was a vote in favor of in-state tuition for illegal aliens.

Prohibits the board of visitors or other governing body of a public institution of higher education in the Commonwealth from authorizing in-state tuition rates for individuals who are unlawfully present in the United States. The bill also provides that, notwithstanding the provisions regarding the governing bodies’ mandates, any person shall be eligible for in-state tuition who: (i) has resided in Virginia while attending high school; (ii) has graduated from a public or private high school in Virginia or has received a General Education Development (GED) certificate in Virginia; (iii) has resided in the Commonwealth for at least three years on the date of high school graduation; (iv) has registered in an institution of higher education; (v) has provided an affidavit stating that he has filed an application to become a permanent resident of the United States and is actively pursuing such permanent residency or will do so as soon as he is eligible; and (vi) has submitted evidence that he or, in the case of a dependent student, at least one parent, guardian, or person standing in loco parentis, filed, unless exempted by state law, Virginia income tax returns for at least three years prior to the date of enrollment.

1. That the Code of Virginia is amended by adding a section numbered 23-7.4:01 as follows:

§ 23-7.4:01. Alien in-state tuition.

An alien who is unlawfully present in the United States, and therefore ineligible to establish domicile pursuant to § 23-7.4, shall not be eligible on the basis of residency within Virginia for any postsecondary educational benefit, including in-state tuition, unless citizens or nationals of the United States are eligible for such benefits in no less an amount, duration, and scope, without regard to whether such citizens or nationals are Virginia residents.]

I haven’t read much in these comments that I would consider
“Almanac-type facts”, NoVa Scout, have you? Recant? Nah,
don’t think so. Reveal my sources? Nah, don’t think so.
Aware of the old adage, “Believe nothing that you hear”, there’s
also “Where there’s smoke, there’s fire”, and then my fav:
“If it quacks like a duck, etc. etc.”.
You appear to be somewhat apathetic about our broken GOP
here in the county, but in case you haven’t noticed, candidates
such as Beauchamp, Caddigan and RINO Hill are manipulating
a coup to turn PWC to blue…brilliantly…right under our noses!
I, for one, am disgusted with the perfidy….no loyalty, no

I’m intrigued by “Gone Fishing’s” 0956 comment: 1. What is the Glenn Hill/Pandak “partnership” that you speak of as if it is a registered business? Please explain and amplify. Which “Hill Group” announced that the Sheriff had extracted a firm commitment from Colgan to support Ray in return for a six-figure job as security director? Details please. And is there any reason that Hill should not have supported Beauchamp, a long-time Republican who simply gave up on the crippled and ineffectual local Republican machinery in PWC, at least up until she became an independent candidate. Even running as an independent, she is a formidable Republican in the County. What’s the timing on Hill’s support for Beauchamp? I certainly supported her (monetarily) before she became an Independent based on her up-to-that-point solid GOP credentials. I’d be pleased if she came back to the Party in the future. You report all this as though these are almanac-type facts. Back it up or recant.

Bill, I’m in the process of researching ALL votes on illegal alien issues from 2006-07, per your recommendation. You’re right…I pulled that off of Chuck’s flyer, which I had just received in the mail when I posted that comment. I do not yet, however, know that it was not a legitimate vote against the illegal aliens (there’s a lot of material through which to wade because I’ve broadened my scope). Whatever legislative information I compile I will turn over to Maureen Wood, the Legislative Committee Chairman for Help Save Manassas.

I’ll say this, if I was wrong about the vote on the bill, I apologize in advance (always willing to admit I’m wrong…if I can satisfy myself that I am). If not, I take back my apology.

That practice of “renting out” a non-profit bulk rate permit is a violation of postal regulations. Jeanette Rishell got pounded on for this last year, and the DPVA’s bulk permit could have been revoked as a result.

The parties get cheaper postage rates. So even if a candidate is paying for his or her own mail, it makes sense to write the party a check to cover postage and production.

So in reality, the candidate could be paying for it by making an offsetting donation to the party. It makes sense, you save something like $.10 / piece in non-profit postage costs (campaigns do not qualify as non-profits, parties do) and nobody that actually looks to see who paid gives a damn.

Don’t ask any of the deputies that have come to the courthouse from the jail. The courthouse is promotion for them, and they love it. I think most know the jail is the bottom of the barrel when it comes to Law Enforcement.
