So far there’s no indication that Senator Colgan intends to re-introduce legislation that will permit mental health staff to inflict corporal punishment using straps and paddles on retarded children.

Washington Post Staff WriterRICHMOND, Feb 17 (1983) — Virginia state Sen. Charles Colgan (D-Prince William), facing what he called “an overwhelming outpouring of opposition” announced today that he would withdraw his controversial bill that would allow the staff of a home for mentally retarded youths near Charlottesville to spank the children.
Since opposition to the bill surfaced during a legislative committee meeting Tuesday, Colgan and other lawmakers have been deluged with telephone calls, telegrams and letters from mental health groups and angry citizens who urged the bill be defeated. Until then its passage seemed assured.
The measure, which unanimously passed the Senate without debate earlier this month, would have granted the Mennonite-run Faith Mission Home an exemption from state law that bans corporal punishment in state-licensed institutions. The Mennonites had pleaded that unless they were permitted to deliver “biblical discipline”, they would be forced to close the home.

I had always had high hopes for BVBL. Instead it looks like it is becoming just a repository for outdated partisan opposition research.
Ok, Greg, I have to say that this IS a stretch. Personally, I see nothing wrong with Corporal Punishment, especially since it is grounded in the Bible “spare the rod, spoil the child.”
On a different topic. Not saying that it is wrong as I do support it and think that Chris Royse IS the man, but it’s interesting that the banner is “paid for by Corey Stewart” - how often does THAT happen when a politican who is running for office pays for another candidates ad? Seriously, has anyone seen that before? I haven’t.

Hey, what’s this I have been reading about a rape by a Hispanic male on the Western end of Woodbridge??? Also, I have heard that in EVERY case of staph (?) that was found in Woodbridge schools, the common thread was that the classroom was used as ESOL in the evenings…is there truth to this? if so, has someone contacted the local church’s as well???

OK. So the rule is Colgan can’t take credit for anything good he’s done long ago, but he must be scrutinized for every little controversial bill he was asked to introduce several years ago?
In regards to campaign finance laws, it’s not unusual for one campaign to make an in-kind contribution to another. In this case, Corey wanted to lend some support to Chris Royse, and this sort of cross-candidate support is not at all unusual. Think of it as an endorsement, with a whopping $10 attached to it.
In regards to copyright law, I’m not aware that I’m violating any copyright. If the copyright holder contacts me and asserts an infringement claim, I’ll consider a request to take down any copyrighted material. I believe my use of this material falls under “fair use” provisions of copyright law.
While this is an old legislative initiative, it’s by no means out of bounds to talk about a candidate’s record, just as it’s not wrong to talk about how Colgan tried to make Virginia’s state song about Missouri a long time ago. When did it become wrong to talk about the legislation that a candidate introduced when he was in the office he is currently seeking re-election for? Everything else Colgan is talking about in his mailers is old news, and he’s trying to smear Fitzsimmonds for work he didn’t do for Cuccinelli back in 2002.
Why am I the only one who can’t talk about a candidate’s past? Is it because some folks are uncomfortable with what I have to say?

That was only five years ago so maybe it isn’t old enough? I know that he spent a lot of time viewing porn that he FOIA’d from the county library system. I wonder where this election is headed next. As someone who claims to be a Christian I am constantly surprised by Bob and how he handles himself because it surely doesn’t represent his reported faith very well.

This is my number one reason and concern with the bunk houses, that are advertised by PROPPED open storm doors. The nomadic following this brings to our neighborhoods. There are a lot of storm doors propped open around that neighborhood, drive and take a look for yourself.
I want to make the clear distinction, that we do not know if the perp was illegal or not as the description is vague and very little.
I just want to prove the point of the dangers of the people that let nomads in to rent a room for a night are contributing to the unsafe conditions of our children and community, they are also putting themselves at risk.
It can be ANYONE renting these rooms for the night. How do they know they are not rapist, people on the run for murder, etc.
You can’t judge a book by it’s cover and the people that would have to resort to finding a place to lay their head at night this way should be an indicator.

To find out the name of someone who did that very, very horrid act against your friend ( my sympathies are with her) could have also used and aka, what are the chances with all this identity fraud that you can see clearly reported in our paper.
Also, I think that it is a great idea to walk and post the possible sketch of the suspect in and all around the neighborhoods. With that said, I hate to say, there are MORE and MORE of missing child posters etc., all over our area. That alone says something and it is NOT to be tolerated.
It could have been you,your child, like your friend, a family member…..

He can be found because someone knows something. I was involved back in the late 70’s with the Irongate rape case of a 3 year old. The rapist was caught because of a tip given to police at a community meeting that the residents held. The police were there along with various community leaders. Hundreds of people showed up. No one likes rapists.
It took a great deal of work between police, a reporter from MJM, and the community, but the perp was found. What happened after that is another story for another day.
This story makes me as sick today as the one did many years ago.

It is imperative that we know who our neighbors are. We need to get the nomads out of here for the safety of our communities. I don’t really care about their status or ethnicity. I have always felt if a candidate is that bad, then speaking the absolute truth about them without spin and taking what they say out of context ,should suffice. If you need to spin and distort, then the candidate you are left-handledly endorsing is weak.
It is also the reason I no longer particpate in campaigns. I feel most candidates and their managers are morally bankrupt in this regard.

It most certainly is NOTEWORTHY news. It’s a horrible, horrible thing that happened, and I hope the brute who committed that crime will be found and brought to justice. I’m far from heartless, I’m rather a softie. ( At least I have been accused of that by some of the bloggers, but on another subject). I have children and grandchildren I love, and I’m stand-in grandparent to some of the little ones in my neighborhood. I’m with 100%!!!!!

OK, you want to talk about a 24 year-old issue? Fine.
Colgan’s bill was to allow a religious institution to follow what it believed were “Biblically-guided” practices for children in their care (”Spare the rod, spoil the child.”). It was a single exemption for one state-licensed institution based on the tenets of religious freedom. The Commissioner of Mental Health and Mental Retardation at the time supported the measure. The Senate had already passed the bill unanimously.
The bill actually was intended to get this Mennonite facility into the state licensing program. The facility was running unlicensed. They were already using spanking, a belt, and paddle for discipline. The bill would have set limits on when the *existing* practice could be used and actually would have *limited* when, where, and how corporal punishment could be used in the home. In other words, the bill would have worked to RESTRICT not PERMIT corporal punishment.
So, Chuck Colgan sponsors a bill (on the request of a Manassas parent with a child in the facility) that would have actually IMPROVED the conditions in the facility and you want to spin that as “Colgan Supports Beating Retarded Kids.”
And Fair Use under the Copyright laws usually frowns upon reproduction of the whole article. Quoting from it and using pieces is OK, but wholesale reproduction is usually a no-no.

As far as copyright is concerned, I would think that Greg is correct here, otherwise no one (read bloggers) could link to the appropriate source when discussing items in the newspaper. However after the way the Republican Party has engaged in character assassination on Chuck Colgan, I am pulling all D’s this time, even for Roamelt. It may be old news about Colgan, but at the debate (com. of 100) the only anti-illegal legislation Colgan could dredge up was something he signed in 1977 - 30 years ago. The spin is much more fine-tuned these days.

Chuck Colgan has served this community for more than 30 years. Fitzsimmonds overs the amount of money he took from developers by oh 9 times. He is not a creditable canidate.
