Chuck Colgan: Public Benefits For Illegal Aliens

By Greg L | 1 November 2007 | 29th VA Senate | 14 Comments

Today we take a look at another element of the “Colgan Straight Talk”, which so far is proving to be nothing but a collection of last-minute horse hockey designed to obfuscate Senator Colgan’s voting record.

Colgan: I do not support state benefits for illegal immigrants

Well, this must be another recent policy conversion on the part of Chuck Colgan. In 2005, HB1798, a measure to deny public benefits to illegal aliens passed the House of Delegates on an 8-10 vote.

Public benefits; proof of legal presence. Provides that no person who is not a U.S. citizen or legally present in the United States is eligible for any state or local public benefits. The bill defines state and local public benefits, and sets forth a series of exceptions to this eligibility rule. The bill also requires applicants for state or local assistance to provide proof of legal presence in the United States and establishes a process for temporary receipt of benefits when applicants cannot provide such proof.

This measure went to the General Laws committee of the Senate, which Colgan sits on, and passed that committee on an 11-4 vote, with Senator Colgan opposing the measure. The bill then went to the Senate floor, and passed by a vote of 27-11, with Senator Colgan again voting no. After going through a conference committee, it finally came back to the Senate for a vote, and passed unanimously, this time with Colgan voting the right way. This is sort of one of those “I voted for the $87 billion before I voted against it” moments. This bill was signed by the Governor and is now law.

That year, SB1143 was also introduced, and was identical to HB1798, but originating in the Senate. Colgan voted against this in the General Laws Committee, voted against it on the floor of the Senate, voted against it on reconsideration, and then finally voted for it after conference. That’s three votes for ensuring that illegal aliens can get state public benefits, and one vote against. Not what you’d call a stellar record of “not support[ing] state benefits for illegal immigrants”, by any stretch of the imagination.

Colgan recently affirmed his support for providing illegal aliens with state subsidized worker’s compensation in the 2007 Virginia Catholic Conference Survey. Never mind that illegal aliens aren’t eligible to be employed in the first place, but if they happen to get injured in the course of their illegal employment, Chuck Colgan wants to make sure Virginia taxpayers are going to cover all their medical bills.  If Colgan doesn’t support giving illegal aliens public benefits, he sure has a strange way of not supporting it, by actually voting for it.

Why would Chuck Colgan be telling voters one thing, and voting differently? Is it because he’s finally in a competitive race, and is now discovering that his record isn’t something that 29th District voters support?

Yes, playing both sides of a political game is a young man’s sport. Doubt he can keep this up these days.

At 81, he may be having a hard time hearing or remembering his constituents’ positions on topics. He definitely is not remembering his own position. His ads say that he is a “fighter”. He reminds me of my 16 year old cat that also likes to fight but is completely deaf.

Same votes for and same against. Same comments for and against. These Colgan blogs continue to be painfully obvious.

Let’s talk about county budget :)

I seem to recall similar character assassinations being done to another gentleman statesmen a few years back. Same reasons apparently…hidden agenda and power-mongering.

    Shame Shame Shame!

Did you like the Commercial that shows him jogging up the steps of the Capitol with school kids. That one was pretty funny. As much as I’d like to see Bob F. win this Senate race, I am afraid that the old timer will get it because of his name recognition. That is unless people in our jurisdiction are AWARE of this double-stepping, and flip-flopping, and are concerned citizens ready to make a change for the good of the people (like me).

    Line Breaker,
I thought the same thing. I grew up right down the street from Chuck, and still live in his jursidiction. This is the FIRST time in my life I will not be voting for him. I think the AWARENESS is happening, and we aren’t alone. I think it’ll be a close race.

Dolph, his character is definitely in question. He is lying in his campaign lit and has others (Warner’s tv ad) lying for him as well. Can people not see that?

I am amazed that so many can be fooled by Chapman-like tactics.

I wish I could post a new thread on this site, but I guess our topics are to be limited.

Anyway, as you may know Bob is the Executive Director of a group called KISSN/NOVA - I heard a disturbing nugget of information regarding his salary for this organization, I do not want to repeat the salary amount I was told he was being compensated, as I do not want to be accused of spreading false rumors. I have tried to find information about this organization, but it seems to be a secret - they do not have a web site, they do not file federal 990 forms,

Is any information publicly available about KISSN/NOVA?

Fitzsimmonds is executive director of KISSN/Nova. It is an abstinence program which is part of family life education according to his web page and a search by Google. The KISSN?NOVA website takes you to another that has him being in the fundraising business that supposedly is non-profit. You probably heard right about the salary.
