HB 14 Passes House 68-28
By Greg L | 1 February 2008 | Illegal Aliens, Virginia House | 27 Comments
HB 14, which would deny illegal aliens admission to state colleges and university sailed through the House on it’s second reading on a vote of 68-28, stunning some Democrats who thought that the margin would be a lot closer. As some Democrats were overheard saying in the chamber to each other, “it’s good politics”, which demonstrates that bipartisan support for these proposals is not only possible, but likely, if these proposals can make it to a floor vote.
The real question is whether Dick Saslaw and his fellow obstructionists in the Senate will recognize that, or give Republicans the perfect issue with which to beat the Democratic leadership of the Senate absolutely bloody for the next four years.

This is GREAT news! How do they plan on verifying whether a student is illegal or not?
by looking at them, silly.
That’s all it takes!
Fine, but this is a sidebar issue for many people.
A core challenge, on the other hand, is the subject of the
the front page story in today’s MJM headlined “Ethnic shift
alters school budget - ESOL enrollment boost city
expenditures”
- Manassas has an above average percentage of ESOL
students - twice that of PWC - and the number has grown
rapidly over the last four years to 28%.
- ESOL students cost an estimated 30% more to educate per
child - state and federal governments mandate
student-teacher ratios that require smaller classes for
ESOL students.
- The state and federal governments DON’T pay the full
cost of the ESOL programs.
Local jurisdictions need real help - not bombast and
posturing from the right or left. To start - the federal
and state governments shouldn’t mandate anything
THEY don’t FULLY fund.
Here’s a question: Is there anything that citizens can do to remove Mr. Sanslaw from his post? His position on immigration is not in line with the wishes of the voting public, and he is subverting the will of the majority of voters in the state. I also think that the donors to his re-election campaign should be studied, assuming this is allowable, to determine if he has been compromised by some special interest group. I know that democrats as a rule are not as strong against illegal immigration as republicans. But his words and actions are extreme, even for a democrat.
Correction: Saslaw.
Big Dog,
If 28% of City kids are in ESOL, the would mean that at least 50% of the students in the City are not American born. Would you say 50% of students in City schools are Hispanic?
“- Manassas has an above average percentage of ESOL

Looks like Wolfe & Smith better wake up and realize that illegal immigration is going to be a very big issue, even if their Park Street supporters don’t think it should be. These are quantifiable numbers, with quantifiable impacts to the budget. As the budget gets tougher, they can ethier rasie taxes or cut spending. A great way to cut spending is pick up the welcome mat for illegals. We see that many have left PWC, as births are down at the local hospitals and ESOL populations are declining in their schools. PWC is seeing a cost benefit to their illegal alien crackdown, and now the numbers are agreeing with what any rational person knew to be true: The cost of illegal immigration on the local community is high. Get the illegals to leave, and the costs go down.
When Hugo…er Linda Chavez was here trying to grill Stewart on the county resolution, she went on and on about the lack of stats to support the County’s actions. Well, here they are. The Ctiy would be wise to take a look at this, because it is simple to arrive at what the cost savings would be.
Can we start a Petition for Saslaw’s removal from office?

I will sign it!!! To come out and state no ILLEGAL alien legislation will pass is just absurd.
Dolph,
Sadly, the federal courts will not allow local
school systems to determine who is here illegally
so, while one can make an intelligent guess, there
are no hard numbers. This clearly creates
another defacto unfunded mandate from the
federal government.
How do you know that these numbers are high in illegals? I think there is a high probability that they are, but just how do we KNOW for sure? And just because a kid can’t speak English does not mean he is not American born. These folks all (or at least most) speak Spanish at home so the kid has a hard time picking up English out of school even if he has been here his whole life.

Right. Sure. Do the words “intellectually dishonestl” mean anything to you? You hide behind the “lack of stats” when you know it’s against the law to gather these stats. Whne someone makes a statement, you and your crowd call it “anecdotal” However, when someone exptrapolates from solid data gained elsewhere, you come back with some anecdotal argument of your own. If a kid is born here, and watches any TV, they will learn english. If a kid is born here and associates with any other children, he will learn English. These stats are equally distributed throughout the various primary school grades. You want to tell me why there is a 4th grader in an ESOL class? What, did his parents just keep him home until the beginning of the 4th grade? What about the 5th, 6th, 7th and 8th graders?

Vent away, blogs like BVBL are good for that,
but the harsh reality is that small to medium sized
jurisdictions across the country have been stymied
by the federal court system/government when
attempting to address the negative impact of illegal
immigration. (Hazelton,Pa.; Farmer’s Branch, Tx.;
etc. - dead in the water). One of the few exceptions
is the ICE program to identify and deport convicted
criminals - and that has been changed several times due
to the whims of Washington.
The best bet right now rides with states
like Arizona and Oklahoma - they are today’s leaders.
Virginia should follow their example.

I agree VA should follow AZ and OK. They have it right on spot with their laws. They are withstanding court dates as well. However, when one of our legislators comes right out and states that no ILLEGAL alien legislation will be passed this session, seems to me that they do not have the common good of their constituents or their will in mind.
Voting is more important now than ever!!! Remembering the way people behave is important as well. A note pad is handy for just such occasions. Writing down the good and bad helps me remember what they did all year and not right before election time.

Did everyone catch “Teddie and his lovely wife Vicky” on CSPAN today pandering to the Latinos in Easy LA? It was absolutely sickening to watch and listen to his ranting how he and Obamarama are fighting for the Latinos and their hard work and religious stability (nothing said about Latinos having the highest illegitimate birth rate.)

Unless the kid is a complete moron or has been kept away from the gringos the first 6 years of his life, one will pick up the language from his friends in the normal course of mingling and playing.
I’m sure Dick will once again live up to what he is named after by killing this bill.
Virginia does not allow for the recall of elected officials.
Here is a link that shows who made contributions to Dick. Not surprising Real Estate and Construction top the list of donors.

“Virginia does not allow for the recall of elected officials.”
Not true Citizen…there IS a recall provision in Virginia. It is, however, adjudicated in the courts rather than by the electorate, making it far more difficult to remove undesirable elected officials. This should give each and every voter pause before they make that decision to vote for the “lesser of two evils,” or go to the polls uninformed. I love that write in. Maybe, one of these days, it will actually do some good. At least, for the moment, my conscience remains clear.
If the Courts of Justice Committee allowed SB 90 to get to the floor for a vote, there is a slight probability it would pass. E-Verify is the one bill that would do more to significantly reduce the number of illegal aliens in the work force (which is why they couldn’t let it get to the floor)
With E-Verify in place, there would be little reason to waste time with many of the other illegal alien related bills, as there would be few if any illegal aliens left in the Commonwealth.
It looks like the GA plans to grant authority to the foxes (businesses) to guard the hen house. And be sure they will be rewarded handsomely.
HB 14 passed the House on third reading today (moving it on to the Senate) by a vote of 73-26. The leaders of both parires voted for the bill: Armstong (D), Howell/Griffith (R). The entire Prince William/Manassas/Manassas Park delegation voted in favor of the bill.

Good news on HB 14 - now let’s wait and see if the traitor SANS LAW kills it in his subcommittee.
I don’t want my children to have to compete with an illegal alien for a spot at UVA, VA TECH, or William & Mary.
Let’s see now - Four years of investment into college= 35 years of paying into our tax system if you would be open - minded enough to allow them to do this.
I can’t believe this is the state that stands on the ideals of Jeffersonian beliefs about education.
Why can’t the immigrant students just pay out - of - state tuition?
What if this immigrant had the abillity to discover a cure for cancer, but due to his or her privilege of birth, was denied that opportunity?
And you call yourselves American??
I am ashamed to call you neighbor.
Many of the spots at the major colleges are taken by foreign students on student visas. They will take their knowledge upon graduation and return to their country of origin, if they don’t overstay their visa and become an illegal. Other spots are taken by out of state students because they provide diversity and they bring in more money.
Quite frankly, if a kid comes up through the Virginia school system and is a good student and has the qualifications to go to college, go at it. I am all for being being educated. The more educated people out there, the fewer on the dole and the more to pay into the social security system to support me in my old age.
These kinds of laws do not address real problems. They just show mean-spiritedness.
You know I keep hearing the question over and over with no legitimte answer. “How do you know who is illegal and who is legal?”
So all you really smart people out there, why don’t you tell us how we know who is legal and who is illegal?
1. Could it be that most “legal” people have a “US Birth Certificate” verified by the STATE?
2. Could it be that most “legal” people have a US passport, and if not a citizenship right, a valid “Green CARD”, and if not a valid GREEN CARD a VALID I-94 and VISA that has not expired?
Do we need anything more to show businesses, schools, government agengies and police officers who request our status, we are “legal” residents of the US or “legal” visitors?
Forget just carrying a drivers license, how about just carrying a valid “Legal” ID on the back of a document (like a national ID Card) verified by one of the above documents?
Or would that be too hard for people to carry or trust?
Does anybody have a better idea other than NO ability to tell who is legal and who is “illegal”
The City of Manassas School System has been run down by kids of illegals. My nephew is gifted, in the first grade at Weems Elementary and out of 28 kids only 3 are white and 3 more are black, the rest are Hispanics. They cannot read, spell or do anything and while he’s in the first grade he just turned 6.
They call on these kids to spell cat and they can’t so he’ll laugh (the immaturity on his part) since these words to him are so easy so as a kid, he think’s it’s funny although his parents tell him the right thing to do. Still, he’s being hampered by these kids who do nothing but eat lunch and smile all day while being bad as hell.
This is his last year and next year, he’ll move with us to Prince William County where some of the schools are not overburdened by kids of illegals.
