PWBOCS To Vote On Funding Rule Of Law Resolution

Tomorrow’s meeting of the Prince William Board of County Supervisors should be an interesting one. In addition to some important budget votes regarding funding the implementation of the Rule of Law Resolution, we should get some interesting updates:
During the meeting, the Board will hear the following presentations:
- Prince William Symphony Update,
- Economic Development Quarterly Report,
- Fire & Rescue Line of Duty Death Investigative Report,
- Adult Detention Center Illegal Immigration Update,
- Police Department Illegal Immigration Update,
- Legislative Report
- A continuation of the Parks Open Space & Trails Chapter of the Comprehensive Plan.
The hot topic for the day will be a decision whether to help fund the implementation of the Rule of Law Resolution out of the contingency fund. Since we’ve seen that the effects of this resolution can significantly impact the county budget in positive ways, funding this effort through the contingency fund makes good fiscal sense. If we can end up saving money in the long run, making this investment now is good fiscal policy.
The Prince William Board of County Supervisors will meet on Tuesday, Feb. 5, at 2 p.m. in the Board Chamber of the James J. McCoart Administration Building. You will want to be there.

Where is the implementation of the Rule of Law Resolution out of the contingency fund in that list of items?
WMAL had an update with soundbite from Corey, stating that they are looking at using the County’s contingency fund to fund at minimum the 287G portion of the resolution.

I sent my letter to all Supervisors. I can’t be there but I’ve urged them to put up the Funds.

Five men sought in Sunday shooting
Prince William County police are investigating a shooting that occurred at 12:43 a.m. Sunday in the 7500 block of Alleghany Road near Manassas Park, said Officer Erika Hernandez, Prince William police spokeswoman.
When police officers arrived at the scene, they found a 20-year-old Manassas man who had been shot.
The man was flown to an area hospital and was expected to survive his injuries, Hernandez said.
Police are looking for five Hispanic men who they believe were involved in the shooting, Hernandez said.
Four of the men wore black hooded sweatshirts. The fifth man between 19 and 20 years old, about 5 feet 7 inches tall, had long hair and wore a white hat, Hernandez said.
I sent email to all Supervisors an email about 1AM asking them to fund the resolution and sent the article above to them as well. I’ve heard back Marty first thing this morning.
I hope I hear back from them all. We will see.
Even though the supervisors have not yet voted to fund the resolution, according to the Washington Examiner, they’ve already contracted to evaluate its implementation.

Two major Virginia universities and a police think tank have agreed to analyze Prince William County’s new illegal immigration enforcement policy set to go into effect in March.
The University of Virginia, James Madison University and Police Executive Research Forum are developing a way to study the first two years of enforcing the policy, which directs officers to check the U.S. residency status of traffic violators and misdemeanor suspects.
“We have established a powerful evaluation group,” Police Chief Charlie Deane said Monday, emphasizing that the program will require a thorough, independent analysis.
Since the crackdown was proposed in June, immigrant advocates and illegal-immigration critics have argued it would require thorough external evaluation.
“It’s really important that we get some meaningful outside commentary,” said Supervisor Martin Nohe, R-Coles.
“Whatever policy we implement has to be in a matter that is reasonable, just and defensible. It is really impossible for anybody within the organization to separate themselves from the discussions we’ve had over the last year, Nohe said.
The county is spending at least $300,000 on the analysis, which will track encounters between officers and suspected illegal immigrants. The review is expected to include data about the residency status of the people questioned as well as information about the people not questioned.
The University of Virginia’s Weldon Cooper Center for Survey Research already works with the county and leads the district’s annual resident survey to establish satisfaction for core government services. [end of quote]
If the resolution is not yet funded, there’s a rather pedantic question about why the supervisors have already contracted for something for which there is not yet a requirement. There’s another question about why they are using the same bunch of buttheads who left off the issue of illegal immigration as a choice on their latest survey of important issues in the county.

Everyone, please send a note to the supervisors before this meeting at 2. This is not something that we can take for granted that it will be funded.
Will anyone point out Marty Nohe’s conflict of interest since he’s on a Chamber of Commerce, one of the biggest supporters of illegal hiring? He needs to step down from the BOCS.

Glad I don’t do the I-66 commute anymore, I just stay on local roads to and from work, it’s a beautiful thing after doing the commute to Fairfax, all of 12 miles and it taking me over an hour to get home every night.

BOCS meeting is adjourned now. So what happened re: the funding for the resolution?
I wouldn’t worry too much about the bocs and the resolution anyway. Looks like mccain and obama will be running against each other which means amnesty either way. Summer ‘09 folks you will see amnesty. Next week when virginia repubs swallow the koolaid and choose mccain as well then you will know that immigration enforcement is the furthest thing from the minds of voters. Better get used to trash in your neighborhoods and little Mexico subcultures because the writing is on the wall folks. The people have spoken and unfortunately the majority of them really DO want amnesty.

The resolution to continue with the implementation passed. The funding was postponed until Feb 19th so John Stirrup could vote on it. He couldn’t make the meeting.

It is for overcrowding issues. Last year the General Assembly gave local governments zoning power to crack down on overcrowded boarding houses in residential areas. They also gave local governments subpoena power. I believe that a local government actually has to pass this as an ordinance even though the power has already been given by the state.
Mr. Principi asked for a Directive for action on the problem with day laborers. He sited crime, property values, etc. He wanted a directive to explore options available to the BOCS to tackle the problem.
Options:
1- see how other communities across the nation have addressed issue
2- work with local businesses, corporate parents, etc. to prevent day laborers from gathering on their property.
3- work with faith based commuity to address temporary employment needs within law.
4- enforcement of existing loitering and tresspassing laws
5- ban on soliciting of temporary work and open air markets
He said that two things are certain:
1 - that the status quo is NOT ACCEPTABLE
2 - that the county should not be exploring a county
funded day labor center
Corey Stewart wanted to enforcement of other state and county laws like urinating in public, etc.
We need to seriously crack down on the nusance crimes and neighborhood issues. These are things we have control over.

I found it very convenient that Stirrup was MIA and Jenkins “offered” for all to wait on the resolution funding vote, until the next meeting which will be AFTER the VA Primaries. Maybe the BOS is waiting to see who wins the Primary in PWC to see where the majority really stands on illegal immigration. Just a thought.

We’ve reported on incidents of him going to the wrong houses, etc. Neighborhood Services needs to have a flexible schedule to include inspections on the weekend. ILLEGAL IMMIGRATION WITHIN
THE CITY OF VALLEY PARK, MO
***********************************
WHEREAS, the Board of Aldermen of the City of Valley Park finds that
illegal immigration leads to higher crime rates, contributes to overcrowded classrooms and failing schools, and destroys our neighborhoods and diminishes our overall quality of life; and
WHEREAS, the City of Valley Park is empowered and mandated by the people of the City of Valley Park to abate the nuisance of illegal immigration by aggressively prohibiting and punishing the acts, policies, people and businesses that aid and abet illegal aliens;
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF VALLEY PARK, MISSOURI, AS FOLLOWS:
Section One
DEFINITIONS.
Whenever used in this chapter, the following terms shall have the following meanings:
“City” means the City of Valley Park, Missouri;
“Contract employer” means any person who obtains the services of one or more individuals through a day labor agency; and
“Vehicle” means a vehicle as defined in State or Missouri Vehicle Code as the same now reads or may hereafter be amended.
Section Two
BUSINESS PERMITS, CONTRACTS OR GRANTS.
Any for-profit entity, including acts committed by its parent company or subsidiaries, that aids and abets illegal aliens or illegal immigration shall be denied approval of a business permit, the renewal of a business permit, city contracts or grants for a period not less that five (5) years from its last offense.
A. Aiding and abetting shall include, but not be limited to, the hiring or
attempted hiring of illegal aliens, renting or leasing to illegal aliens, or
funding or aiding in the establishment of a day laborer center that does not
verify legal work status.
B. Any act that aids and abets illegal aliens within the United States, not just within the City limits, will constitute a violation.
Section Three
RENTING TO ILLEGAL ALIENS.
A. Illegal aliens are prohibited from leasing or renting property. Any
property owner or renter/tenant/lessee in control of property, who
knowingly allows an illegal alien to use, rent or lease their property shall
be in violation of this section.
B. Any person or entity that violates this section shall be subject to a fine of not less than Five Hundred Dollars ($500.00).
Section Four
ENGLISH ONLY.
A. The City of Valley Park declares that English is the official language of
the City.
B. Unless explicitly mandated by the federal government, the State of Missouri or the City of Valley Park, all official city business, forms documents, signage, telecommunication or electronic communication devices will be conducted or written in or utilize English only.
Section Five
SEVERABILITY.
If any part of provision of this Chapter is in conflict or inconsistent with applicable provisions of federal or state statutes, or is otherwise held to be invalid or unenforceable by any court of competent jurisdiction, such part of provision shall be suspended and superseded by such applicable laws or regulations, and the remainder of this Chapter shall not be affected thereby.
Section Six
This ordinance shall become effective from and after its passage and upon approval by the Mayor.

Valley Park, Missouri is doing what the rest of the Va State legislature needs to be doing. Protecting its citizens from “illegal” behavior consequences.

Coverstone is still a mess. I addressed the situation at the BOS meeting on Tuesday. The numbers went down when the police were there and now the police aren’t there. We are still looking at an average of 25 in the mornings, and yep it includes the weekends. This must STOP!! ENOUGH IS ENOUGH!!
