		<description>Yes,devious politics are in play - by Senator Cuccinelli and
  his fellow B.S. artist in Richmond. Nobody likes taxes,
  but most people desire good roads, quality schools
  and first rate fire, rescue and police departments.  Those
  things and many others depend on the resources of
  LOCAL government. Senator Cuccinelli knows that
  the primary source of LOCAL government financial
  capability is the property tax  and LOCAL governing
  bodies can raise and lower those according to the need 
  and the desire of the community.  What he wants to
  do is remove a chunk of that capacity, but it, of
  course, is a win-win for him - get "points" from voters,
  but not face the train wreck he will leave for counties
  and cities in Virginia.  Of course, Cooch is already
  considered the King of Unfunded Mandates in Richmond.

 If Senator Cuccinelli wants to cut something - he can
 start by cutting the state income tax - some states 
 don't even have one. Opps, he would have to deal with
 the consequences of his actions - know he hates that.</description>
