
Chief Deane’s Final Stand?

Time to get Chief Deane replaced? Riley sure seems to think so:
What I do have a problem with is Chief Deane (and to the same extent County Executive Craig Gerhart) looking to sabotage this intiative at every twist and turn. He has done everything but come out and say, “I oppose the crackdown!” We’ve heard over the past year the logistical problems they’ll face. We’ve heard his thoughts on what he believes the societal impacts will be. Now we’re hearing him try to boost the cost of this.
Chief Deane either needs to focus on implementing this policy or else step aside and let someone else do the job who will implement it. I don’t care if he agrees with the policy or not. It is not his place to be a back bench supervisor. It is becoming all too common in my experience and others in PWC that the Chief and his top officers are more interested in placating residents with empty words and promises of action than in forming a top-notch police dept. In fact, my community has become so frustrated by the lack of action by the county police on a variety of issues that we have just entered into a contract for a private patrol service that has arrest powers. If it works out, we may even consider going with the S-COP (Special Conservator of the Peace) option that would allow us to essentially establish our own police force. At least then we could fire them if they weren’t doing their job.
There’s little question that after Deane did everything he could to try to persuade the Board of County Supervisors not to do adopt the Rule of Law Resolution and failed, he tried to attach every caboose possible to the funding request to implement this. If Supervisors balk, he wins. If they swallow what he’s trying to do here, he wins. The only opportunity for Deane to fail in this bureaucratic attempt at what might be considered sedition is if Supervisors go through his budget proposal with a fine tooth comb and exclude all the items that really don’t relate to immigration enforcement into separate budget proposals, forcing them to succeed or fail on their own merits. Given the paucity of information included in budget requests, this is a tall order.
Really, when has any other jurisdiction attempted to justify patrol car video cameras under the guise of immigration enforcement actions? These clearly have utility for general police operations, and should be considered exclusive of the Rule of Law Resolution. The police staffing plan, which would seem to be based on the assumption that population growth in Prince William County is continuing unabated, doesn’t match actual demographic changes in the county which has halted it’s explosive population growth with the end of the residential real estate boom. Without a reasonable projection for population growth, and given that improved enforcement against illegal aliens that unlawfully reside in the county will deter illegal aliens from being here, such staffing plans don’t make much sense.
The budget fight continues, pitting the county bureaucracy against the elected officials and the taxpayers. It should be interesting to see how many of our elected officials are willing to wade in and fight for their constituents, and which ones are going to uncritically accept what county staff tries to push on them. If Deane’s bluff gets called here, it’s possible it will signal his imminent retirement.

Charlie Deane’s legacy after leaving the VSP, becoming the COP of PWC, and serving Virginia law enforcement for almost 50 years:
He replaced George T. Owens who was the original COP, and has completely ruined one of the finest police department’s in Virginia when you evaluate the aggressive enforcement style of the street officers he inherited.
After a long history of personally conducting the supervision of internal affairs investigations, Deane has targeted the removal of several outstanding officers who were aggressive in their pursuit of street criminals. Deane viewed these officers as “bullies” and targeted their removal from the ranks of his police department. The examples & names are plentiful.
He now has the reputation among his peers as finding personal satisfaction in removing/forcing out quality officers. Hard to believe? You don’t need to look any futher than the number of experienced LEO’s who have left his department to work in surrounding jurisdictions.
If you want a telling story of how bad things are under Charlie Deane’s supervision. Look at the drop out rates of academy students, and officers leaving PWC before completing their first, and second years of service. The cost to taxpayers cannot be explained. Although Deane has blamed losing officers to Homeland Security hires in the past, he currently explains the loss of officers by addressing them as having no loyalty compared to past recruiting classes.
Note to Charlie Deane: Loyalty is a 2 way street. You have to give it to get it. But you are just too stupid, too old, and too power hungry (firing hard working officers only to use their termination as an example of your control over the rank & file) to understand this concept.
The drop out rates at the police academy is a story the local media should be all over. But don’t expect the MJM/Potomac News to cover this issue. It might upset their relationship & access to info. with the department.
Citizens without an inside view of the PWCPD might think that Deane needs to be replaced because he has mishandled the immigration issue. The real story is that Charlie Deane has done terrible damage to your police department since becoming your police chief, regardless of the issue.
If he retires……………….a new chief must be hired from outside the circle of the puzzle palace.
Does it feel like Cheif Deane is trying to make this resolution unpopular the best way he knows? by purposefully driving up the costs and using this as an excuse for a shopping spree? We know he doesn’t like the resolution, so it seems reasonable for him to sabotage it like this, and if he gets some toys (that should have been there already and not due to the resolution), then more fun for him.
Look…if Chief Deane cannot or is unwilling to crack down on illegal immigration…he needs to be replaced with someone who can get the job done! Period. Look at Sheriff Joe. He is a role model who makes things happen. We need action not words!
I think the cameras are being asked for as part of the crackdown so that Deane’s officers will have video evidence that they didn’t do anything untoward or in violation of someone’s civil rights when the lawsuits start.
Those cameras should have been in place years ago for no other reason than officer safety purposes.
Adding unrelated cost to this enforcement initiative is only an attempt to portray this effort as wasted time and expense.
Contact surrounding jurisdictions to determine why they already have cameras in patrol vehicles.

Yes, that’s what comes out of Cheif Deane’s mouth. Occasionally (though rarely in politics), what comes out of someone’s mouth and what they actually think differs slightly. Hard to believe, I know, but it’s been known to happen.

Meanwhile, I drove by the 7-11 on Coverstone around 6:30 this morning and only saw TWO guys loitering, not 30 as usual … those two could be legal for all I know. Wow.

We need the BOCS to have Deane give them monthly status reports on how the crack-down of illegal aliens is going. We want numbers! We know they (illegals) are here, therefore, he should have no problem reporting action and numbers on a monthly basis. These reports should be published for the public too.
The cameras make total sense…there are going to be law suits and video images are the most compelling evidence. Re: Numbers, imperative that evwery agency affected provide data: senior citizen service, day care, police stops etc, otherwise we won’t know what we’re getting fro $25 million.
What about MWB and their supporters who are handing out flyers which in effect are telling illegals how to make it difficult for law enforcement to determine who one is. Doesn’t this fall under aiding and abetting illegal aliens?
Where is ICE and the justice department?
Battlecat is right…Deane is going to use the resolution as an excuse for his shopping spree, while making sure that he can take a swipe at the resolution with each purchase.
I don’t have a problem with cameras and I think they are probably smart to have, but I do have a problem with everything on his Christmas wish list being heaped on the resolution. We are one of the only counties to enact a resolution like this, and yet all over the nation, cops have these dash board cameras. So why do we only need cameras because of the resolution? Why can’t we need the cameras for the same reasons other jurisdictions have them?
Next, Deane will be asking for a 110 inch plasma screen for his office because he needs a place to watch the dashboard cams tapes of the illegal arrests. I’m sure that will be blamed on the resolution as well.
I’ve heard that local police will be empowered to arrest and detain those suspected of hiring illegal aliens. Arrested individuals will be detained until they can be turned over to federal authorities for prosecution.
ICE = turds, run by turds. Don’t hold your breath on any significant action from them. This is up to each locality to solve.
As I have said before numerous times:
If Stirrup and Stewart were serious about this issue then they would be on Charlie Deane like white on rice. If I were either of them then I would be kicking Deane’s ass so hard that he’d be wearing it for a hat. He would either show me results and keep his opinions to himself or he would retire. I would leave it up to him to decide which choice was his preference. If we had a supervisor with any guts then that’s exactly what would be happening now.
I have stated before…Mexicans Without Borders’ name alone (to me) implies that they do not acknowledge sovereign borders. Therefore, one can conclude that they assist illegal aliens (who don’t believe in sovereign borders either). With this said, MWB and their supporters should be brought to the attention of our BOCs to see if they can have them investigated. Their opposition to crack down on illegal immigration shows their intentions.
park’d, we don’t know that they’re *not* doing that behind closed doors where such things belong. All we know is when Deane or Gerhart open their mouths to whine in the press.

I agree 100%. If he starts right now it will be easier to get them put together. I was watching Fox5 and they said only 4 people were questioned and they were not brought in. Lyall said it was because all of the attention was on the matter, but when it was gone there would be more people questioned. I do not agree, they will ask when they feel it is appropriate. Better yet, why don’t they ask EVERYONE, this way there is not profiling or discrimination possibilities.

How is investigating a group that openly uses the words “without borders” in its name and also openly opposes resolutions to eliminate illegal immigration…constitute “discrimination”? Are there not all types of people working for that organization? The investigation would focus on “aiding and abetting”.

Come on “Good Time Charlie”…time for full disclosure…its easy to use a blog for personal attacks as you have done, not only to Charlie Deane, but to specific individuals that work at PWCPD. Professional disagreements with public officials is fair game - but the personal attacks you have are because you no longer work there…tell the blog why you don’t work there Dwayne.

Medic and Vigilant One: The Rule of Law Resolution was originally drafted the way you describe it should have been. The County attorney convinced the BOCS to amend it to its present form. It would have been much easier to implement a 100% check of legal status of all people stopped by the police, than to get caught up in the rigamarole of trying to ascertain whether there is probable cause, and later trying to justify the decision that there was probable cause.
You have a point, Advocator, but I think that not having a valid U.S. driver’s license constitutes probable cause.
After many years in the classroom, one can easily spot a bully. I expect Chief Deane has that same knack. Good for him for removing anyone he thinks is a bully. Yes, there are bad cops. The vast majority are good, fair people. The few rotten ones are a blight on the rest.

I am as lost as you are, so don’t feel alone.
Do we know what we want?
On one hand we want a county police that does not answer to the people. We said we will be happy with whatever the county government provides for us.
On the other hand we want a county sheriff that answers to us (the people) and is responsive to our needs and the needs of the community.
But we voted for a county sheriff that does very little for the people and the community and we whine that the county police does not answer to us.
Good Time Charlie, I ‘ll leave you to share why you are no longer employed by the PWCPD but since you asked, I’ll share my experiences about Officer, then Sgt. Moyers with you. While he had great street sense, he lacked any common sense and we all know you can’t teach common sense. He was a loose cannon who flaunted the rules and procedures on a regular basis. Smart, but stubborn and unable to fit into a paramilitary organization. It didn’t take long to see that eventually he’d be headed for a clash. He was given several chances after his initial trouble but just couldn’t stop acting like the loose cannon he was. So…I’ll let you finish the story.
By the way, the academy attrition rate is at or below the average for a Virginia academy. A VERY small faction actually quits, well over 98% of those that wash out have failed one section or another. And isn’t that the point of having standards, to remove those who can’t cut it? So PWCPD’s academy is doing very well.

Moyers……………wasn’t he a homicide & violent crimes detective? I don’t think guys that lack common sense earn those type of positions.

When Lee Stoffregen was the sheriff of Prince William County, we had the best service from both departments (sheriff and police….I guess we got spoiled), when he left office, the service of both departments went to hell.
I can’t believe that someone is actually still trying to defend the crooked Lee Stoffregen. And here, of all places.
I’ve seen the badges that Stoffregen gave to campaign contributors, and that folks tried to use these to escape from traffic violations is utterly ridiculous. I can think of few things that have improved the county more than having Stoffregen kicked out of the Sheriff’s office, not by a little margin, but by a landslide.
Back when Lee was sheriff, I volunteered to be a reserve deputy. As a former deputy in Alexandria, I felt I could be of some use. I met with his rep and was told in no uncertain terms that if I wanted to volunteer, I would be required to contribute $1,000 per year, max allowable by law, to his re-election campaign. I politely declined. I hate sheriffs. They are politicians, not law enforcement.
With how many times he was investigated by Commonweath Attorney Office’s, Virginia State Police and the FBI for selling badges and each of them concluded the charges were unfounded, it is hard not to beleive this is not just political propaganda. But if you keep telling it over and over again some fool will believe it.
