The Rule Of Law Resolution’s First Month

The Washington Times is reporting that Prince William County Police arrested 89 illegal aliens for violations of a state or local law in the first month of the enforcement of the Rule of Law Resolution In addition to being subject to whatever penalties result from these violations, these illegal aliens are now also being held to account for the violation of federal immigration laws, whereas before the Rule of Law Resolution was adopted they would have been released despite the fact that their presence in the United States is unlawful. Meanwhile, there appears to be not a single credible complaint of improper behavior by the Police Department, nor a single instance of a legal resident or citizen being wrongfully targeted by these enforcement actions.
The Section 287(g) Portion of the county’s response is facing a few hurdles, however as the Adult Detention Center and the Bureau of Immigration and Customs Enforcement respond to a greater than expected number of illegal aliens. The MJM reports that 1,200 inmates have been processed under the program so far, and that 632 of them have been subject to immigration detainers. The workload on jail staff performing this processing has required significant overtime, and at the same time ICE has been taking about four weeks to accept inmates with detainers which under the Memorandum of Understanding are supposed to be turned over within 48 hours.
As ICE and the county continue to find ways to smooth the process, the workload should begin to abate somewhat as illegal aliens continue to remove themselves from the county in an attempt to avoid the consequences of their unlawful actions. No one credibly believes that illegal aliens are just hanging around waiting to fall into the trap of the county’s enforcement efforts, and all indications are that the population of illegal aliens in Prince William County is rapidly diminishing. At some point this self-deportation activity is bound to show up in the arrest figures, and as the deportation process for illegal aliens improves, the number of new illegal aliens entering this pipeline should begin to diminish which would greatly help to reduce the challenges.
All this attests that the Rule of Law Resolution is clearly working. Almost half of all illegal aliens encountered are being detained, and I’m told that some of the illegal aliens who have been caught in this first month of enforcement are rather disturbing criminals. A significant number of these involve driving without a license, which has been a particular sore point in the community, but also caught in this net are much more serious offenders, absconders who have fled instead of reporting for court dates, and other troubling criminal illegal aliens. The word is clearly getting out from all of this activity that if you’re an illegal alien, Prince William County is not a place you want to be.
Despite some short-term challenges in the enforcement effort, the reports at this point show that the Rule of Law Resolution is achieving results beyond expectations. Criminal illegal aliens are being removed, rather than released back into our community. Illegal aliens encountered by police officers, instead of being given a free pass are actually being detained and turned over to ICE, or are at least being reported to ICE if insufficient reason exists to detain them. If the federal government can pick up the slack, and we can provide some additional resources at the jail to deal with the current workload, pretty soon there will be nothing but good news to report here.

I asked this before:
Does anyone know if the illegals are actually deported, meaning transported out of the country, or are they just told to leave the country? If they’re just told to leave, then this is nothing but catch and release, which does nothing. The Resolution will only be effective if the people are taken out of the country.
If the illegals get wind that they aren’t really ‘deported’ then they will be more brazen then ever when the economy turns around. Then what do we do?
ICE takes them to an immigration judge and they have a hearing - then they are deported by ICE.
……. hopefully and maybe. ICE has to take them first and that is not happening.

Some of the news reports say that ICE cannot handle the load. So if ICE cannot handle what comes from ONE COUNTY, how could they ever deal with a more serious illegal immigration crackdown? Would Congress actually give them the resources?

They should!! I do not think the issue is that PWC has overloaded them, I think the recently passed laws and resolutions from all of the states tired of the illegal alien population and costs has done it.

It looks as if Chief Deane is doing an excelent job and he should be comended for that. Actions speak louder then words and if people want to be afraid of his even and lawful was of enforcing the Rule of Law that is thier problem. Thank goodness Chief Deane has not bowed to the wishes of fanatics and he and the police force have done thier job the RIGHT WAY. Too bad our politicians do not act in the same way either the local or state or national elected officials.

Is anyone else concerned that we are spending huge amounts of money for a 48 hour turn around that is actually 4 weeks in some cases? Are we surprised? If the feds did what they were supposed to do in the first place, the entire conversation would be unnecessary.

Securing the border should be the first thing, then remove the job incentives. Or better yet, just remove the job incentives and there would not be any reason for them to be here to begin with. That is the easiest way to solve this!!
I thought the MOU was 72 hours after their sentence had been served, not 48. Maybe I didn’t hear it correctly yesterday from the board meeting.

I do defend anyone and especial where the legal areas are involved who do it per the law and do not bow to the influence of others. We have too little of the rules or laws apply to everyone equily in this country and county. Do you remember or did you read about Nixon and the Attorney General fiasco during Watergate? Many people believe it is the falut of the county that if you own land and you want to build a house or houses on it you should not be allowed to do so but the Virginia Supreme Court has ruled as long as you meet the written laws you can build no matter what anyone thinks. thank goodness we have laws and not the lynch mob rule in this country.

Had this order stood, it would have resulted in PWC being a safe sanctuary for Illegal Invaders, much like D.C., most of MD, Arlington County, and other places in the country, with the same disastrous consequences. This order was a major policy decision made by the Chief, which, in my opinion, should have been announced and vetted publicly, and the BOCS and citizens should have been given the opportunity to comment upon it.
Luckily, for the law-abiding, legal residents of this County, Private Citizen Greg LeTiecq and a few other concerned residents formed Help Save Manassas. Members of that group drafted the Rule of Law Resolution, presented it to Mr. Stirrup, and with some changes it was passed by the BOCS. The major provision of that Resolution required the police department, upon probable cause, to inquire into a detainee’s legal basis for residence in the country, thus effectively reversing the Chief’s unilateral, unpublicized, unauthorized policy of treating Illegal Alien Invaders the same as bona fide citizens of these United States. The fact that he had the unmitigated hubris to try to turn this County, by himself, into a third world ghetto sticks in the craw of many people here.
Now I ask YOU, sir, to defend that behavior.
It’s no wonder Corey keeps a microscope up the Chief’s duodenum. It would be irresponsible for the Chairman to do anything else with such an unleashed cannon. I’m thankful we have a person with Mr. Stewart’s courage, convictions, and interest in the well-being of his constituency in charge. God bless him.

Chief Deane promulgated a general order and would you agree that this is within his right with his position. Does not he or anyother chief of Police do the same thing. You have the perfect right to feel that the order was wrong but do you know why the chief put out this order? Was he concerned about any racial profiling or any other legal problem by doing so? Has anyone asked him why he did this? But did he break any laws by doing this? We just went through a couple of weeks where the Chief was accused of breaking so many laws that so many knew were on the books but at the meeting last night that these accusation wern to bel shown to be false and not true.

Everything you have said in the above paragraph is completely true and once the Rule of Law Resolution was passed did not Deane implement that law. I totaly agree that the illegals should be sent out of the country and ALL criminals should be delt with to the fullest extent of the law possible. I feel that removing this element and the criminals could have been delt with differently and more effectively with out the band stand approach I feel lStewart and Stirrup did. Did they confur with the Chief to see what could be done? Or was it a grand stand play on their part? I would have expected that Greg and those concerned with the problem of illegals met or tried to meet with the Police Department and if this meeting was rejected by the Police then I would be more upset then Greg would have been.

Where is it in writing that what he did was unauthorized and who authorizes what the Chief of Police does in this county as to Police Matters if it is not the Chief ?
And who made it possible for these illegals to have an income why the CITIZENS of PWC. These are the ones who wanted the cheaper prices and did not want to pay what a licensed contractore would cost to do work. The Citizens is who want thier food and other servese to be cheaper. Without the income oportunities provided by the citizens then there would be no illegals so to speak. The biggest folly is that only the Latino’s have been targeted and there is so much more that goes on by other ethnic groups. The Lation’s are not smart for sure because of the gangs which no police agency in this country has been able to contain. You have no idea what the Koreans and other asains do to circumvent the law and the illegals they might be useing and money laundering that goes on. I coudl tell you real stores on how they cheat and even kill after dealing with them for several years.

Stewartis one of the worst Supervisors I have seen in this county in over 37 years of dealing with them. He thinks he owns this world and county. I hope you are thankful four years from now with Stewart if he stays around. We see he wants to run away from the mess he has helped to create. It is your right to be lied to and Stewart is as Liberal as they come for he tells you someone else is going to pay your bill not you.
Stewart said that Deane was doing a good job and Greg comended him on doing his job with out making any mistakes on whom was taken into custody. I guess you do no agree with them now.

He’s held to a higher standard than the average Joe Sixpack because of his ability to affect so many people so drastically with his directives. I hope Corey keeps him under closest scrutiny.

Be concise. I think more people would see your point if you would just get to the point.
I have a problem if any one elected official feels it is his/her business to keep the police chief under scrutiny, especially one who has a proven track record. I would have equal problem regardless of which supervisor broke rank and considered him or herself more important than the others.
If the supervisors are going to take it upon themselves to keep hired leaders under scrutiny, then why bother to have a CXO?

Chief Deane is a human being just like everyone else. No one is perfect but God alone. Everyone needs to be accountable. I think you know better. Please don’t elevate someone to the point that they need no accountability. Every human being on this planet has faults and makes mistakes. Sometimes it’s intentional and sometimes it is just human error. You can not possibly think that Chief Deane is perfect 100% of the time. Even he will tell you he isn’t. Please enough already.

I only want everyone to have to abide by the same laws and to be treated the same. What I have no tolerance for is special prividleges or what I refer to as the ” I am better then others” attitude and we see that way too much in our BOCS actions.

Here is another gem of a letter. The letter writer obviously thinks the County police department only goes after the illegals, and that Chairman Stewart only allows people to speak for three minutes at his meetings.
I sometimes think the MJM is just having fun at the expense of those that support illegals. One wonders why else would they print a letter with so many errors and misunderstandings.

I want to express my thanks to all who helped get the 287-G passed in Prince William County. THANKS to the legal citizens who TOOK ACTION to voice their concerns about the negative effects illegal immigrants have on Prince William County. WE DID IT BY LETTING OUR VOICES BE HEARD!
And the ways we effected these changes were through BVBL, phone calls, letters, emails, volunteering in Help Save Manassas, and attending PWC Board of Supervisor’s Meetings.
Do you think any changes would have occurred if we all just sat on our laurels and “let someone else do it”? I don’t think so. That is how mad the people of Prince William County got. When a problem affects you at home, your quality of life, it is a wake-up call. That is why so many people were motivated to DO SOMETHING. Changes don’t happen by themselves.
And my hat goes off to Greg for being the mouthpiece for the citizens of Prince William County. I honestly believe that without his efforts, none of this would have come to pass.
