My, haven't the laws changed since my parents and I came to this country...and I'm the one NOT complaining about the way it used to be. The more I learn about today's immigration laws and consequences, the MORE, NOT less, I wonder how anyone who falls under them can complain and demand that they are unfair. They ARE unfair...to the citizens and taxpayers.

You would think so, AWC, but the Voting Rights Act specifies that certain "minority language" citizens must have access to voting information and ballots in their own language.

http://www.usdoj.gov/crt/voting/sec_203/203_notice.pdf

Covered Jurisdictions

Covered jurisdictions are determined by the Census Bureau after each census based upon a formula set out in the Voting Rights Act. The most recent determinations were made on July 26, 2002.

Covered language minorities are limited to American Indians, Asian Americans, Alaskan Natives, and Spanish-heritage citizens - the groups that Congress found to have faced barriers in the political process.

Section 203 Coverage Formula

A jurisdiction is covered under Section 203 where the number of United States citizens of voting age is a single language group within the jurisdiction:

    * Is more than 10,000, or
    * Is more than five percent of all voting age citizens, or
    * On an Indian reservation, exceeds five percent of all reservation residents; and
    * The illiteracy rate of the group is higher than the national illiteracy rate

"And, of course, voting ballots and voting information is subject to Federal laws and might have to be made available in other languages if the jurisdiction is a “covered jurisdiction”, i.e. subject to the law by surpassing certain thresholds."

Not so, Dave...citizenship requirements require the ability to read and speak English. If they are legally entitled to vote, they should have sufficient knowledge to do so. For any complicated voter situations, there are Election Officials available to them, just as they are for any other citizen. What's so hard? I was bi-lingual by the age of three.

About English as the Official Language -- by Frederick County, Spotsylvania County and Culpeper County to name a few adopting English as the Official Language does NOT mean that official documents will not be available in other languages. It just means the Counties will not translate and print them in languages other than English. Non profit organizations, private citizens may have these translated (unofficially of course) and made available on the web to any and all interested residents. There are private-sector solutions to this that would enable many to read official documents.

I think jurisdictions might need to prepare documents of a health and safety nature in languages other than English.

And, of course, voting ballots and voting information is subject to Federal laws and might have to be made available in other languages if the jurisdiction is a "covered jurisdiction", i.e. subject to the law by surpassing certain thresholds.

I see the day laboreors are still at the Coverstone 7-11. The rank and file have to WANT to do the extra paperwork required to ask the status.

How much longer will they be able to stand there waiting for jobs? I have noticed that the laundromat on Portsmouth road is near empty now. Before you wouldn't be able to stir the place with a stick and the parking lot was always full. I know one business that decided not to rent a space next door because of the lack of parking.

Conva: I do not disagree with your position that English is learnable by those who want to learn it. My point is that this county needs (legal) immigration, and a symbolic ordinance like declaring English as the official language might dissuade some legal immigrants from coming here.

Thank you for your service and congratulations to your spouse for adopting this country and following its laws while doing so. it really isn't that hard, is it?

Scot Free:

I asked Gil Trenum to sponsor a resolution requiring the schools to account for legal residency. He flat turned me down, citing Plyer v. Doe, which has nothing to do with accounting for the legal status of enrollees. When I pointed that fact out to him, he never replied.

I think the public has a right to know how much of its money is being spent on a group of people who really shouldn't ought to be here, regardless of what moniker you apply to them (undocumented, illegal, without papers, etc.). I want to know how much of the billion bucks of my local tax money that the schools are eating up is being spent to educate children whose parents drag them into this country by stuffing them into car trunks, by dragging them across a desert, or by wading across a river. I want to know how much of my tax money is being spent on people whose education is the responsibility of other governments. Governments whose existences depend upon foisting their excess population on "el Norte."

I think the interest that taxpayers have in knowing that information outweighs the possible chilling effect such an accounting may have on illegal aliens enrolling their kids in school.

Advocator said on 3 Jun 2008 at 11:30 am:
I think the next logical step is to focus on just how much ILLEGAL aliens are costing us, the legal, tax-paying residents of this County. One of the highest costs that would be easiest to quantify is the amount the schools are spending on educating illegal aliens.

The court has stated we HAVE to educate illegals. That doesn't mean we can't keep track of them.

Wrong advocator, while I was in Viet Nam chasing the insurgent Viet Cong and carrying Freedom's torch my wife and daughters spent the fifteen months in Japan. When my daughters, 5 & 6, returned to the states they could not speak a word of english. We put them in school and in a few months they were on track. When my wife first came to the states her english was very minimal. Tough, in about two years she was doing fine and spending our money in all the stores, and communicating like a champ. Of course her being an Asian helps as they don't seem to rely on someone "taking care" of them.

Good ideas. I wrote the BOCS to thank them, and I like Advocator's idea about the schools. I'll write the school board about it also. My one concern would be illegal aliens not believing it and just just keeping their kids out of school for fear of deportation. You'd be trying to convince them to act against their best interests. And it'd be a heck of a fight with the open borders crew. The hand-wringing and accusations of racism would be unprecedented.

My Safeway pharmacy phone system just recently switched to (in Spanish) "Press six for Spanish." I could have cheered!

I hope we don’t lose our Univision service due to the mass exodus that soon will follow. I am addicted to “Fuego”.

They gotta change the actors on the soaps. Same actors/actresses on every damn one. Maybe the exodus will increase the pool of "talent." They are very adept at "acting."

I disagree, Anonymous1. I think certain documents need to be available in many different languages to accomodate all LEGAL immigrants, who may not be totally conversant in English. We should be encouraging LEGAL immigrants to reside in this County, and adopting English as the official language may dissuade some of them not to reside here.

I think the next logical step is to focus on just how much ILLEGAL aliens are costing us, the legal, tax-paying residents of this County. One of the highest costs that would be easiest to quantify is the amount the schools are spending on educating illegal aliens. That could be accomplished by asking for proof of legal residence at the time of enrollment, for accountability purposes, not for denying enrollment to anyone. Unfortunately, the school board members have not been receptive to my request that they do this for the 2008-'09 school year. Without the support of the school board, the Supervisors do not want to force the schools to do it, since their only leverage is to withhold funds.

I think the next logical step is for citizen's to demand that English be the official language in Prince William County.

The Frederick County, MD BoCS passed a resolution in favor of this a couple of months ago for the purpose of reducing government and school expenses, and to save the taxpayers money. I'm all about cutting unnecessary spending out of the school and government budgets.

It's time to shrink government and their spending and let us the tax payers keep more of our money.

I'm looking forward to the day when I don't have to "press one for English". It's coming, and none too soon. We can't afford to support the current illegal alien population. Not when gas, food and other essentials are skyrocketing.
