Look, Dude, I’m an English teacher, and I can tell you the only people who truly need to fear “English only” mandates are the native-born speakers of this nation who have never learned to read and write properly (copious examples of this flourish on this site, by the way).
My guess is the person who put this up doesn’t claim to be an English-language expert.
No comma between “teacher” and “and”, please. The “and” takes the place of the comma.
