Loudoun County Completes 287(g) Agreement

The Loudoun County Sheriff’s Office has formalized their agreement with the Department of Homeland Security today to enforce federal immigration law under the Section 287(g) Program.  Three deputies will complete their training in the program on July 18th, at which time Loudoun County will begin to process for deportation illegal aliens who are encountered by these deputies during the normal course of their duties, and under the supervision of the Bureau of Customs and Immigration Enforcement.  Loudoun County joins the Town of Herndon, Prince William County, Manassas, Manassas Park, Shenandoah and Rockingham Counties in participating in the program.  It’s a good initial step for Loudoun County, which has a significant problem with illegal aliens particularly in the Sterling area, and hopefully with more experience in the program, participation will increase.

The Section 287(g) Program allows law enforcement officers who receive training from ICE to identify and process for deportation illegal aliens who have committed crimes in Virginia, who are then turned over to ICE for deportation.  The training provided by ICE and the support ICE provides to participating law enforcement agencies greatly improves the ability of these personnel to identify illegal aliens beyond the level of screening that is provided to law enforcement agencies who don’t participate in the program.  Personnel who are not part of this program rely on the Law Enforcement Support Center (LESC) operated by ICE to identify illegal aliens, which only can identify illegals who have been previously deported, those who have absconded from appearing at deportation hearings, and those whom the federal government has identified as overstaying a visa.  Officers trained under the Section 287(g) Program have additional training and resources which allow the officers to uncover fraud, false statements about a person’s country of origin, and other facts about a potential illegal alien that a check through the LESC cannot identify.

The next step for Loudoun County should be to implement this program in county jails so they can process all inmates at intake as is done in Prince William County, as well as increase the number of deputies that receive this valuable training.  Ensuring that criminal illegal aliens are deported after they have completed their periods of detention will dramatically improve public safety in Loudoun County, and the deterrent effect this program has only adds to this.  Loudoun County turned over 107 illegal aliens to ICE for deportation in 2007, largely through the efforts of the Northern Virginia Gang Task Force which has dedicated support from ICE, and with this program that number should rise.

Prince William County learned that 20% of the population at the Prince William County Adult Detention Center were illegal aliens who were eligible for deportation.  If Loudoun County can establish a systematic means of identifying illegal aliens who are detained or arrested which will turn them over to ICE for deportation, this could make a big difference in a number of troubled neighborhoods.  Loudoun seems to be taking small steps in the right direction, and with experience, we should see more, and larger steps that will follow this one.

    This is great news! However, on WMAL this morning they said that ICE won’t enter into an agreement with the Loudoun County jail because there is not enough bed space.

    how about they mow all those lawns in the foreclosed houses? there’s tons of work they could be doing that would save the taxpayers money. use them as chaingangs, the counties could use the illegals to boost revenue while they are awaiting deportation. throw up a big tent like sheriff joe does and away you go….

    “The immigrant community is at a tipping point,” said Montgomery County police community liaison Officer Luis Hurtado. “The poor economy is pushing more immigrants to turn to crime.”

    In the first five months of this year, burglaries climbed 10 to 20 percent in many jurisdictions.

    The District of Columbia had the greatest increase, jumping 20 percent from 1,370 in the first five months of 2007 to 1,638 for the same period this year.

    Ask any U.S. Drug Enforcement Administration (DEA) special agent about his job, and he or she will tell you that the vast majority of people they investigate and arrest for drug trafficking are primarily criminal illegal aliens from Mexico.

    Having spent half my 20-year career with the DEA assigned to the Los Angeles division, I arrested my share of Mexican nationals. On one of the few occasions I arrested a Caucasian American citizen, other agents walking by the holding cell did double takes when they saw him. That’s how rare it is for the DEA to arrest an American citizen for major drug trafficking.

    This is fantastic news…I’m sure Loudoun County wasn’t very excited to get our overflow when we enacted our resolution. Now they can clean up their county like we did and we’ll see if other surrounding counties eventually change their minds under the pressure of supporting all those illegals seeking refuge there.

    This is great to hear. Our house is for sale in MOCO and we want to move to Loudon. I was hoping that loudon would come around on the issue, and this is giant leap. MOCO will never adopt 287 (g), even as the last English speaking person left in the county is packing their bags. MOCO is a joke-o.
