Where The Illegals Are, And Who’s Doing Something About It

By Greg L | 2 October 2008 | Illegal Aliens, Virginia Politics, Crime | 25 Comments

The State Criminal Alien Assistance Program, administered by the U.S. Department of Justice offers reimbursement to localities to cover the costs of incarcerating identified illegal aliens that have committed felonies or multiple serious misdemeanors while they’re serving their sentences.  Recently, they announced their 2008 grants.  These awards give us a good indication of where the illegal alien problem is focused, at least to the extent that localities are aware that they’ve got criminal illegal aliens as guests, courtesy of the taxpayer.

Here are the recipients in Virginia who will receive more than $100,000:

Virginia Department of Corrections $1,760,316
Fairfax County $1,027,531
Prince William County $581,408
Loudoun County $474,070
Arlington County $430,010
Alexandria $197,555

Now go figure.  Although Prince William County law enforcement would appear to have the third-highest concentration of illegal aliens to deal with, it ensures the deportation of more criminal illegal aliens than any other jurisdiction, or even the state itself.  While Gerry Connolly’s Fairfax County would appear to have twice the population of illegal aliens as Prince William County, Fairfax isn’t deporting nearly as many of them.  What’s happening to these criminal aliens, one might ask?

They’re being released back into our communities.  Attorney General Bob McDonnell figured out that we were releasing predators who were so dangerous they needed to be enrolled in the Sex Offender Registry but were being released back into our community, yet there are still plenty other criminal illegal aliens who are being put back on our streets, even though they have no legal right to be in our country.  In Fairfax, even though they know inmates are illegal aliens, they’re letting them go free after they’re released from prison, and there are apparently a lot more of these in Fairfax County than there are in Prince William County.  There’s not even any discouragement by Fairfax County of illegal aliens that want to unlawfully reside there.

One might call that a leadership failure.  Are residents in Prince William County more deserving of protection from criminal illegal aliens than residents of Fairfax County?  It sure looks that way.  Or maybe some elected “leaders” just don’t care about the safety of their constituents.

    Illegal Immigration is Down

It is difficult to track short-term changes in the population of the estimated 12 million immigrants who are in the U.S. illegally. But a new study by the Pew Hispanic Center, an independent think tank in Washington, D.C., estimates that annual undocumented arrivals from Mexico are down about 25% this year from 2005, to about 350,000. Undocumented arrivals from Central America have been halved since then, to about 120,000, according to the study, which is due to be released Thursday.

In part, the slowdown is a product of a Bush administration crackdown on illegal immigration, with factory raids that led to deportations and even criminal charges for thousands of undocumented workers. Meanwhile, the weakened economy has dealt a blow to these workers, many of them employed in the slumping construction sector.

These figures may be misleading for sanctuary jurisdictions, like Arlington, that avoid identifying the immigration status of illegals when they are incarcerated, regardless of the federal largess that hangs in the balance.

    Fairfax County population: 1,100,000
    Prince William County population: 400,000

    Per capita funding:

    Fairfax County:$1,027,531 / 1,100,000 = $0.93 / person
    Prince William:$581,408 / 400,000 = $1.45 / person

Don’t you have to consider the depth of the illegal alien problem in terms of population? If there were 200 illegal aliens in Manhattan and 200 illegal aliens in Leesburg would the two locations have the same level of problem?

U.S.agreement with Mexico & Expanding Opportunities to Home Ownership (Re-Wall St.crisis)

February 16, 2001, just three weeks after his inauguration, President Bush met with Vicente Fox, president of Mexico to discuss the terms of the Partnership for Prosperity Agreement (with Mexico) (http://www.fdic.gov/regulations/examinations/supervisory/insights/siwin04/latino_mkt.html).

The P4P agreement was signed on September 6, 2001.

On October 26, 2001, President Bush signed the USA Patriot Act of 2001. Contained in section 326(b) is a provision that allows US banks to accept Mexican Matricula Consular cards as valid ID for opening bank accounts. (NOTE: No Mexican banks accept their own government’s Matricula Consular card as valid ID to open a bank account because the bearer’s identity is virtually untraceable. In contrast, almost all US banks will accept it.)

As noted in the article, Bush held a press conference on June 17, 2002 to lay out his goal that by 2010 he wanted to to increase ‘minority’ home owners by 5.5 million. (See: President Calls for Expanding Opportunities to Home Ownership (http://www.whitehouse.gov/news/releases/2002/06/20020617-2.html))

Here’s how he described which ‘minority’ groups he wanted to help: Three-quarters of white America owns their homes. Less than 50 percent of African Americans are part of the homeownership in America. And less than 50 percent of the Hispanics who live here in this country own their home. And that has got to change for the good of the country. It just does. Bush also called for Fannie Mae and Freddie Mac to increase their ‘commitment’ to ‘minority’ markets by $440 billion. Here’s what else he wanted to do to help Mexican illegal aliens:

This means they will purchase more loans made by banks after Americans, Hispanics and other minorities, which will encourage homeownership. Freddie Mac will launch 25 initiatives to eliminate homeownership barriers. Under one of these, consumers with poor credit will be able to get a mortgage with an interest rate that automatically goes down after a period of consistent payments.

Fannie Mae will establish 100 partnerships with faith-based organizations that will provide home buyer education and help increase homeownership for their congregations. I love the partnership. As an aside, how does one get a loan with an interest rate that goes down just because you’ve made your payments on time? Do you have a loan like this?

As part of the mandate in the P4P agreement, the NATF was launched in May 2003 by the Consulate General of Mexico in Chicago and the Chicago Office of the FDIC’s Community Affairs Program in support of the U.S.-Mexico Partnership for Prosperity. The NATF is a broad-based coalition of 62 members, including the Mexican Consulate, 34 banks, community-based organizations, federal bank regulatory agencies, government agencies, and representatives from the secondary market and private mortgage insurance (PMI) companies. (See: New Alliance Task Force (http://www.innovations.harvard.edu/awards.html?id=14557))

    - Organized into four working groups that provide updates during the NATF’s quarterly meetings.
    - Financial Education—educates immigrants on the benefits and importance of holding accounts, the credit process, and mainstream banking.
    - Bank Products and Services Working Group—encourages banks and thrifts to develop financial service products with remittance features as a strategy to reach the unbanked immigrant community.
    - Mortgage Products—created the New Alliance Model Loan Product for potential homeowners who pay taxes using an ITIN.
    · Social Projects—provides scholarship funds for immigrant students and fosters economic support for Plazas Comunitarias, a program that will give Mexican citizens an opportunity to finish their high school education. In 2004, Wells Fargo reported that between 2001 and 2004 they had opened 400,000 Matricula Consular accounts and at the time were opening over 22,000 new accounts a month. Note that this is just for Wells Fargo and does not include Bank of America, Chase, Citibank, Wachovia, WaMu, or the myriad of other local and regional banks who were also taking part in the program. This also does not take into account that the sub-prime market didn’t really hit it’s peak until 2005-2006.

The IRS says they’ve issued over 11 million ITINs since its inception. Mexico says it’s issued over 5 million Matricula Consular cards.

No, the 200 illegal aliens in Manhatten would be illegally registered Democrat voters and needed to help get Obama elected.

I live in Fairfax and I can’t believe how this one time wonderful place to live now looks like a third world country in many areas (neighborhoods in Springfield off Old Keen Mill by 95 entrance, parts of Vienna, parts of Falls Church, Annandale, Rt. 50 towards Arlington, 7 corners, and on and on).

Gerry Connolly and his gang of losers on the Fx Co. BOD won’t do anything unless they absolutely have to. They begrudgingly began checking immigration status in county jails last year. They bought an apartment complex in Annandale that housed illegal aliens and to my knowledge, never removed them despite being legally prohibited from providing subsidized housing to illegals).

If we started picking up illegals at the 7-elevens and dropping them in Mantua to loiter, drink and urinate, Connolly might change his tune.

Hopefully, Fimian can defeat him for Congress and then the people of Fairfax realize Connolly is a stubby little mole with no ethics and no ounce of respect for legal citizens.

Don’t forget, Jack, the politicians who created the climate in which worms like Connolly flourish. Tom Davis is/was the federal rep of your jurisdiction during it’s decline and fall from grace. He (and Frank Wolf) should have been standing shoulder to shoulder with Tom Tancredo the past 10-12 years raising hell about the influx of illegal invaders and terrorists into their constituencies.

Believe me I am not a Tom Davis touting fan for all that he has done by far not but to clarify your comment that Tom Davis and Frank Wolf created the climate that allowed Connolly to fluirsh……Why then did that same climate not flourish in Prince William? Was it really Tom Davis and Frank Wolf or was it the blinded citizens of that county that are so wrapped up in giving everything they have away and not having anyone to stand up to the LOCAL politicians?

    Jack!

Your above post reflects my feelings exactly. I’m in Fairfax
City and its disappointing to know our City and County
leaders are wiling to deny us of our right to public safety.
The arrest/ticket search tells it all. I know, someone is going
to say “How do you know they’re all here illegally?”, or
“They’re only here to make a better life for their families”.
I’ve heard that sort of bellyaching so many times it makes
me sick, so trolls, dont waste your keystrokes.

Not a chance Congressman Frank Wolf would stand alongside of Congressman Tom Tancredo. That would tarnish the image he has made for himself. And don’t get me started on ‘goodbye and good ridence’ Tom Davis!
I lived in Alexandria when he was giving Republicans the political scam of “trust me I’ll make a difference in congress”. And he sure did. A difference we could have lived without. Little wonder the good congressman from Colorado has had quite enough and is leaving office. He has figured it out! Question is, when will we?

Meanwhile, he’s about to use our tax money to bail out :

Banks who loaned to illegal aliens
    Banks owned by overseas interests

Report details impact of illegal immigration, crime
    October 2nd, 2008 @ 6:40am POOR, POOR PHX—GO GO sheriff JOE

The county attorney has released a new report outlining just how out of control the states illegal immigration problem is and the crime associated with those who are here illegally.
County Attorney Andrew Thomas says nine percent of the states population is here illegally. The number believed to be around 619,000 people according to the UdallCenter for Studies in Public Policy.
Almost 22 percent of the felons sentenced in Maricopa County Superior Court are illegal immigrants.
Thomas says almost 17 of the violent crime is linked to illegal immigrants at a cost to citizens of $59 million last year alone. More than 10 percent of the murders, 44 percent of forgery and fraud cases, 36 percent of kidnappings can be traced to illegal immigrants.
Eighteen percent of property crimes were committed by people in the county illegally and that accounts for another $24 million in costs to citizens.
Additionally, the Federation for American Immigration Reform says incarcerating illegal immigrants cost $80 million in 2004. That has grown to approximately $114 million.

AGREED! I sent a note to Wolf saying that his “earmarked” money to fight gangs was a waste of time. It implies that illegal immigration is OK so long as it doesn’t result in gangs. I told him to use that “earmarked” money to buy guns and bullets to defend our southern border. This is a much cheaper solution than building a wall, and more effective too! Plus it results in less gangs.

Missouri Highway Patrol to scope out illegals Updated: 2008-10-03 10:42:04
Gov. Blunt once again has taken aggressive steps to curb illegal immigration in Missouri. The governor, along with the Missouri State Highway Patrol and the Missouri Department of Public Safety, today signed a Memorandum of Agreement in Washington, DC with Immigration and Customs Enforcement (ICE). It allows specially trained members of the Missouri State Highway Patrol to enforce immigration laws in conjunction with their day-to-day law enforcement activities.

Under Section 287g of the Immigration and Nationality Act, a Gateway Taskforce will crack down on illegal immigration, in particular, unscrupulous Missouri employers who actively engage in the illegal employment of undocumented workers. It will focus on harboring illegal immigrants, transporting illegal immigrants, forced labor, human trafficking, identity theft, document fraud, and bulk cash smuggling.

The Gateway Taskforce will include ICE agents and specially trained members of the Highway Patrol. Missouri Highway Patrol Troopers will work out of local ICE offices in Kansas City, Springfield and St. Louis. All 18 of the ICE-trained troopers will begin working one week per quarter in these ICE offices. The task force will utilize a co-located, integrated, collaborative approach to information sharing and operational efficiency that will better ensure the effective and efficient use of resources, expertise, and technologies.

Blunt recently signed a comprehensive immigration reform package which he considers one of the toughest new laws in the country to stem the tide of lawbreakers into his state.

The law prohibits sanctuary cities within Missouri, ensuring no city or county government turns a blind eye to illegal activity. The legislation prohibits the issuance of a Missouri driver license to an illegal immigrant, and creates new penalties for helping an illegal immigrant obtain a license by fraud. Additionally, the legislation the governor championed and secured makes transporting and concealing an illegal

immigrant a felony punishable by up to one year in prison. It prohibits illegal immigrants from receiving welfare benefits provided by state or local government. It requires all public employers and all state contractors to use E-Verify, an easy-to-use electronic system to check the immigration status of new employees.
