One Year Ago: The Rule Of Law Resolution
By Greg L | 17 October 2008 | Illegal Aliens, Prince William County | 49 Comments
One year ago today, the Prince William Board of County Supervisors adopted the implementation plan of the Rule of Law Resolution after listening to a thirteen hour Citizens Time marathon. Mexicans Without Borders had their boycott of county businesses, trying to bully them into opposition of the resolution. It didn’t work. Mexicans Without Borders held a rally where about three thousand illegal aliens and their supporters, trying to drive national opinion in their direction and erode support for the initiative. It didn’t work. Hundreds of their members and supporters showed up at Citizens Time and cajoled, begged, and shouted at the board to not adopt the resolution, sometimes in rather colorful ways, and sometimes in Spanish. That didn’t work, either.
What worked was a tremendous number of county residents getting engaged in the legislative process. Thousands of county residents e-mailed, called, and faxed their elected officials demanding that they adopt this initiative. Help Save Manassas members spearheaded this effort, showing residents how to get involved, keeping tabs on the process, and keeping the public informed. These residents, people who can actually vote for our elected officials and have long-term interests in the community shook off the habitual non-involvement in local civic affairs and took back their government.
At about two-thirty in the morning when the votes were cast, and it was a unanimous decision that in the end tremendously helped Prince William County residents. A sizable portion of the illegal aliens unlawfully residing in Prince William County have departed. As a result, crime has dropped in Prince William County at the same time it has risen in surrounding jurisdictions. The explosion of ESOL enrollments in our schools has been halted, and reversed. The number of residential overcrowding complaints has dropped, the number of cases where hospitals are required to provide uncompensated care to indigent patients has plummeted, and alcohol-related fatal crashes were down 25% as vehicle accident fatalities dropped by 31%. It is not common that a public policy aiming to improve the quality of life or reduce government spending actually make any difference, but in this case it did both.
While a noisy but small minority continues to play rear-guard, calling for the repeal of these successful policies, the success of this policy is clearly evident one year after adoption. If anything, this experience proves that rather modest actions to discourage the unlawful presence of illegal aliens can have significant positive impacts, and the more we adopt carefully crafted policies to discourage illegal immigration, the better our community will be.
However, now that the initial panic instilled by Mexicans Without Borders with their irresponsible hyperbole in the immigrant community has subsided and it’s clear that the Rule of Law Resolution was never going to result in race-based policing as they alleged, we need to start getting the next legislative priority ready to go. This isn’t something that gets solved with a single piece of legislation. We still have more to do in order to get illegal immigration under control in Prince William County and Virginia if we’re going to have much chance of effectively resolving this problem with the tools available to states and localities.
What can be accomplished at the county level is pretty limited, and the business lobby that doggedly protects their ability to unlawfully employ cheap illegal alien labor works very hard to derail any efforts to get the Commonwealth to ensure lawful hiring practices, permit state and local law enforcement to play a more meaningful role in the enforcement of immigration law, or ensure that localities will not provide illegal aliens with taxpayer-funded benefits. If we could do for Virginia what we’ve done for Prince William County, there would not only be a broader impact but that impact would probably be more effective than anything that could be accomplished at the local level. All we need to do is implement the apparently novel approach of actually requiring that the law be enforced, and the benefit for the taxpayers can be enormous.

Congratulations, Prince William County, its citizens and leaders. Whether or not it is very obvious, you may be assured that those who would challenge the rule of law in neighboring jurisdictions have been more hesitant, because of your courageous stand, than otherwise they would be. Adopting the rule of law would seem like a pure no-brainer, given the alternative, but it is not. Pander-prone officials always take their orders from those who make the most noise because such is the path of least resistence, and because they are unprincipled. Prince William County cannot be painted with that brush.
…But by the same token many homes are now vacant as property values have dropped to an all time low. It was your good loyal citizens who sold their homes directly to them and walked away without conscience. Be careful what you wish for.
Disgusted Veteran they sold their homes because their neighborhoods were becoming slums and they wanted out.
And, Disgusted Veteran, many of those now empty homes, owned by illegals and their fifteen cousins, weren’t being paid on anyway! Some had never had one mortgage payment made on them! I’ll take an empty home over an overcrowded home any day!!!!!!!!!
I’ve got to agree to some extent with Disgusted Veteran on this point. I saw my neighborhood degenerating with the proliferation of flop houses and had the chance to cut and run as many of my neighbors did. I made a concious decision to put up a stand. Now, mothers can push their strollers again without the fear of being propositioned. Joggers and children on bikes can use the sidewalks again without the fear of being hit by a thrown beer bottle from a white cargo van. I feel comfortable walking my dog without strapping on heat.
We’ve come a long way in a year, thanks to the efforts of many people. We’ve still got a long way to go to rid the rest of our County, our Commonwealth, and our Country from this scourge. Just remember who the real enemy is and focus on them: the do-nothing politicians (I refuse to call them leaders), their supporters who profit from the slave labor of the Invaders, and their lackeys. Focus your wrath on these people, and the Invaders will leave for more welcoming jurisdictions.
“Disgusted Veteran”
The decline in property values started in 2006. When 36% of the loans made in Manassas Park in 2005 were sub-prime loans, what’s happened now should be no surprise to anyone who was paying even a modicum of attention.
Wow, if you’re concerned about the declining housing market, and you can thank the Community Reinvestment Act and Bill Clinton’s mandated enforcement to make loans available to those who had not a ghost of a chance of making payments. Of course, we’re now seeing the effect of this travesty upon the entire economy. How sad.
“When 36% of the loans made in Manassas Park in 2005 were sub-prime loans”
I should mention that the figures for PWC were not quite as bad but still very high.
“Wow, if you’re concerned about the declining housing market, and you can thank the Community Reinvestment Act and Bill Clinton’s mandated enforcement to make loans available to those who had not a ghost of a chance of making payments.”
A problem not caused by deregulation, contrary to Democrat talking points.

How sad.
Agree with you that it is in fact very sad. To think we have a government from the President on down that cares little for it’s citizens and is controlled by the “almighty dollar.” It doesn’t look good for the future either. We have two parties running with the same objective…….give 12 million plus illegals immediate amnesty and then allow them to bring in what has been projected as another 150 million, yes, another 150 million. Truly sad!
Is it just me or has anyone else seen an increase in the bicycle and carriage traffic in the Westgate and Sudley areas? After the resolution, the numbers of bicyclists and groups of carriage caravans seemed to sharply diminish. Now it appears it is growning, as I see more and more of this type of traffic on the streets (sidewalks.) The other day on Williamson blvd there were a number of carriages loaded with 2 or three kids in each, some kids walking with them and the mothers very pregnant.
The main reason the housing collapse is so much worse in PWC than elsewhere in the nation is the irresponsible, blank check that previous BOCSs and the Gerhart regime have written to residential developers over many years. Illegal aliens are one dimension of the problem but not its principle cause.
EVERYONE must come to citizens’ time on December 3. The BOCS will consider Centers of Community, which would expand high-density residential development in PWC, including in the Rural Crescent, by many, many thousands of units. Even with a standstill in residential development, our homes will take years to recover their values. Approval of Centers of Community will dramatically expand the glut of housing in PWC and extend the time we have to wait for the value of our properties to stabilize.
The Chamber and the developers are planning a massive turnout on December 3 to try to pressure the BOCS into approving this scam. We need a counter-turnout.
Centers of Community is nothing less than the “PWC Developers Full Employment Act of 2008.” If you want to wait even longer for your home to start regaining its value; if you want more congestion on our roads and in our schools; if you want higher taxes and worse government services because of a massive expansion of revenue-negative residential development; if you want the developers operating at full steam again hiring illegals who will again mob flop houses in your neighborhoods; then stay home on December 3 and ignore this.
Folks – this is at least as important and critical as the Stirrup Resolution.
Is it not interesting that these latina’s sneak across the border and then beginning popping out kids like they are going out of style? I know a latino family, has 12 kids (right here in PWC) all of them living under one roof. 2 chica’s live in the house, however their children combined have a total of 7 fathers. Do the math, it’s disgusting. They have no morals, their goals are to just reproduce as many anchor babies as humanly possible i.e. stretch the bounds of the human reproductive system. Guess we need to keep a steady stream of anchors so that alanna and elena will have plenty of immigrants to serve on their estates in haymarket.
[Ed note: I sense your frustration, but let’s not assume what you’ve seen is what’s happening everywhere with everyone. Besides which, I get someone bitching to me every time folks post something like this.]
Greg, what I do not get is how you can fake such indignation when people accuse this blog of being racist and then allow posters like chicko to claim that Latinas as a group “have no morals” and call innocent babies “anchor babies.” It’s pretty unbelievable.
[Ed note: No, what I do not get is why I have to get phone calls during working hours from people complaining about what I did or did not happen to censor within five minutes of it being posted. Keep yer britches on, and I’ll get to this crap when I can so some else can bitch at me about how their posts got hung up in moderation and that I’m a coward for not letting them post.]
freedom - if the only cause of the economic crisis was the CRA, we would be very lucky (as it would be easy to fix).
But the CRA
did not tell lenders to give no interest loans
did not tell lenders to give teaser rates
did not tell banks to give no documentation loans
AND - more than 50% of the bad loans were made by orginizations that are under the regulation of the CRA - http://mediamatters.org/items/200809300012
do you think the builders (Toll Bro, NV, Ryan, KHov, etc) had anything to do with it?
Greedy Wall St Bankers (Investment bankers in 2004 were permitted to increase lending from 10 to 1 up to 40 to 1)
Every President since 1977 have made changes to the CRA.

I believe he was talking about the two chicas living in the house, not the entire population of Lantinas. You’re much too sensitive. As far as anchor babies, what would you prefer we call them? Illigitimate? SOB’s? By all means, please come up with a different name. We all know why they are born here, hence “anchor”…. You need to grow some thicker skin.
Sorry Pat, I’m sure you’re a very nice guy, but you’re simply wrong on this one. Of course CRA is a piece of legislation and didn’t tell anyone anything, but under Bill Clinton, HUD certainly did…and eventually forced banks to give no less than 50% of their loans to low income people without demonstrated ability to pay…and the only way to do it was with sub-prime loans, no downpayment and no qualification requirements. Of course, the GSEs bought up all those bad loans…and then, manipulated the books to make it look good so that the fat cats could horde bonuses and then distribute campaign funds.
Then, when it was recognized that Fannie Mae and Freddie Mac were in trouble, our redistribution of wealth Congresspersons, principally Barney Frank, Chuckie Schumer, Maxine Waters, and Chrissy Dodd led the fight against reining-in Freddie and Fannie. Of course anyone who disagreed with their defense was obviously racist.
I’m sorry Pat, you simply missed it on this one…take another look.

Well, assuming that it’s true, and I have no reason to believe that Chica lied about it, what would YOU call it when you have a house with two Mothers and 12 children from seven Fathers?
Skin color makes no difference. If that household were all caucasian and American citizens (or not) I’d feel exactly the same way, except worse because I would have a much better idea of their cultural background.
We don’t have a “racial issue” here, it’s a cultural issue, can’t you see that and get past the race thing? My goodness, it seems to me that it’s those who pay most attention to race that are doing the “racist” name-calling.

Thank you Anonymous at 17 Oct 2008 at 2:46 pm for your comment.
Chicko and others assume that ALL latinas/latinos are like those they speak of. Saying “They have no morals, their goals are to just reproduce as many anchor babies as humanly possible i.e. stretch the bounds of the human reproductive system ” is a despicable statement.
Freedom there are many cultural differences and you need to respect the differences.
Respect is something that has to be given in order to get!
Maybe the illegals could respect our laws and then we can respect them! How’s that for compassion?
So Freedom, if I follow you, the real culprits in the sub-prime mess were the same as in the Illegal Invasion mess: Those elected politicians who should be looking out for the interests of their constituents but instead were looking the other way because they thought it was in there own personal interest to disregard what was happening. I.e, the Frank Wolf’s of the Congress.
What do you think we should do with this bunch of 535 parasites?

freedom,
“to give no less than 50% of their loans to low income people”
Please point me to this information - I want to be educated.
What I can find, is that the banks under CRA regualtions provided less than 50% of the subprime loans - so that means that more than half are not CRA related.
Please provide me with your research
Agreed,
I meant to post an issue of cultural difference, not mean to point the finger at “ALL” latina’s just this particular bunch. I also can post multiple quotes which are freely available to those who can “google” of multiple hispanics saying that they can breed so much that they’ll overrun our nation. I dont really buy into that argument thus I didnt not post the quotes.
it’s an issue of morality, some cultures look at things different. That is all. I should have feathered that a bit so as not to offend some peoples apparent high sensitivity to these things. I’m all for diversity, except when stuff like this happens around me.
with the comment about “all cultures being respected” I’ll totally agree to that, we should be all about respect. But when another culture encroaches on another we have a problem. We should not have to “accept” a culture to a point where it becomes a problem for our own. I think that’s the crux of the issue here folks. Cultures need to assimilate a certain amount to fit in with their adopted environment. this is needed to survive and not tick off the indigenous culture.
With the illegals showing up here they have proven they dont want to assimilate (I keep being told they just want to work). If they really believe that statement I see some problems: (1) they just want a paycheck (2) they dont want to assimilate (3) they dont love america for the countries sake but for what it puts in their pocket
I’ll respect the culture that respects my own. Simple as that. Where I have to go out of my way to either avoid an encroaching culture or have to alter my habits otherwise there is a huge problem. If the illegals coming here would assimilate i.e. learn english, get educated and become legal…I dont think we would be having this conversation now.
Chicko, it’s good that you didn’t mean all Latinas. Unfortunately that isn’t how you wrote it. You started off with a general statement when you said “these latina’s.” Then you made the reference to the people in the house.
I am not sure why you call them chicas and not women. (I’m also not sure why you say chica’s and Latina’s instead of chicas and Latinas), however are you saying that these women told you their children had 7 different fathers combined? And you are sure the children are all from two women, and that nobody is taking care of a child who is not theirs. Since you have such contempt for these people, it is just a curious thing to have come up in a conversation. Can you tell us how it did? Are you a census taker? Is there a reason these women would have told you their past sexual histories?
What country are they from?
and for the chicks on the other blog I have this question: where is YOUR illegal alien problem? For those of you that live in Haymarket where about the only illegal alien there is the one that mows your lawn why are you even concerned about them? Upset you’ll loose your lawnboy? Last time I drove through haymarket I didnt see one “brown” face there other than people doing yard-work. Seems to me as someone should not really be complaining and also seems to me that we have some chicks that have nothing better to do during the day than start a blog and whine for illegal aliens. Guess dropping the kids off at school (while hubby works) and spending your day blogging and bitching is the new thing for affluent haymarket folk.
they are from el salvador and their kids play in my neighborhood. My next door neighbor (from el salvador and legal) is very friendly with them and myself. That’s how i know.

WASHINGTON — Police have arrested a man in connection with five home invasion robberies that included the murder of a Bethesda woman last month.
The suspect, 33-year-old Jose Juan Garcia-Perlera of Hyattsville, has been charged with first-degree murder and armed robbery. He was brought into custody on Wednesday, and is currently being held without bond.
Sources tell Channel 7 Garcia-Perlera is an illegal immigrant who has lived in the U.S. for six years.

PALMER PARK, Md. - Police say they have charged the mother who stuffed her newborn daughter in a trash bag and threw her away over the weekend, resulting in the infant’s death.
The mother was identified as 25 year-old Wendy Yanette Villatoro. She is being held on a second-degree murder charge, police said.
Investigators say a tipster led them to Villatoro. Villatoro does not speak English, and has only been in the country for about six months, sources said.
The infant was discovered by workers who were cleaning up a vacant lot in the 6300 block of New Hampshire Avenue in Takoma Park on Sunday.
The infant was still alive when she was found, but died at Children’s Hospital. The medical examiner ruled the child’s death a homicide.

She’s excused. She didn’t know what our laws were. We must have compassion for her, she just “lost” her baby you know. She just wanted a better life for her children. She was here to work harder than Americans, in jobs Americans won’t do.
She must be mentally challenged. She lost her “ticket” to staying in this country when she killed her child. But then again, it’s in the genes, (no regard for life) and “me first” ((YO PRIMERO)).
For months we have heard the reports out of Montgomery County , Md. about home invasions targeting senior citizens - one resulting in the murder of a Bethesda woman.

It would take a lot of attention (more than most normal people would be willing to invest) for any person human to trace paternity of 12 children to seven fathers. Chicko seems to have a lot of time on his hands and a very unhealthy interest in male-side geneology.
If he was trying to point out “cultural differences”, as he claims, then he wasn’t making a point about the two particular females desribed in his comment. He was saying that promiscuous over-breeding is a cultural trait of a particular ethnic/cultural group.

such as:
Hispanic immigrants have seen the largest increase in out-of-wedlock births, from 19 percent in 1980 to 42 percent in 2003, according to the study entitled “Illegitimate Nation,” authored by Dr. Steven A. Camarota, Director of Research at CIS.

For every 1,000 women in their race or ethnic group, whites had 68 babies, blacks 93 and Latinas 153, according to the Ohio Department of Health.
The fertility rate for central Ohio Latinas more than doubled over the six years.

WakeMed _ a 515-bed hospital in Raleigh, N.C. _ saw Hispanic births rise from 463 in 1997 to 1,819 in 2005.
Hispanics account for about 36 percent of the births at the hospital. Most years, more than 90 percent are Mexican, said Dr. Juan Granados, who trains obstetrics residents at the hospital.

We are now seeing that the Illegal Aliens can not only impact this Nation but the global economy as well. Many of the Sub-Prime loans & defaults were to Illegal Aliens that started the unraveling of the Global Economy! Just like our Declining standard of living, Bankrupt Hospitals, Failing Schools, Welfare costs, Identity fraud, Welfare fraud, Voter fraud, Gangs, Crime, Crowded prisons, Destroyed communities, Exploding population, Congested roads, Pollution, Insurance costs, Balance of payments, (Imported oil etc. to support the illegal alien population) Trashed Constitution and the Rule of Law, they have now spread their negative impact & misery across the Globe.
It looks like with American heading into a very bad recession or more likely an depression, The 100,s of billions the Illegal Aliens are costing American tax payers for free medical, schooling, welfare etc. needs to be spend on American citizens, not invading criminals from third world counties, plus the 40 to 50 billions remittance by Illegal aliens needs to stay in the country to simulate this economy and force Mexico & Latin American to address their problems!
