Illegal Aliens Cost Virginia Taxpayers $1.7 Billion Annually

The Federation of American Immigration Reform has released an important study quantifying the costs that Virginia taxpayers bear to support the continued unlawful presence of illegal aliens in Virginia.  The total estimated costs reach nearly $1.7 billion dollars per year for the nearly 300,000 illegal aliens present in Virginia.  If we didn’t have this huge sucking chest wound tearing into the state budget, Virginia likely would not have had to undergo this year’s earlier budget scramble that ended up reducing the services provided to citizens and legal immigrants.  The Cost of Illegal Immigration to Virginia is a must-read for anyone interested in the facts about what results when government at any level decides to look the other way when millions of people wantonly break our laws.

Virginia’s illegal immigrant population costs the state’s taxpayers nearly $1.7 billion per year for education, medical care and incarceration. The annual fiscal burden amounts to about $625 per Virginia household headed by a native-born resident. Even if the estimated taxes collected from illegal immigrant workers are treated as an offset to this fiscal cost — which, as we explain later, makes little sense — net outlays still amount to about $1.5 billion per year.

This information fills a gap noted by the Governor’s Commission on Immigration, established in 2007. Its stated purpose was to study “…the costs and benefits of immigration on the Commonwealth…Specifically, …the impact of immigration on education, health care, law enforcement, local demands for services and the economy…” However, the Commission concluded in its January 2009 report that, “Unfortunately, the resources and time restrictions of the Commission were not conducive to a data analysis of this scope [referring to the Texas Comptroller’s Report on the fiscal impact of illegal aliens].”5 The Commission did, however, have the resources and time to obtain an estimate of the taxes paid by illegal aliens prepared by The Commonwealth Institute. These estimates showed $145 to $174 million in tax collections, but ignored the other side of the fiscal equation, i.e., the cost of state services used by the same population.

The hugely incomplete and essentially useless efforts of the Commission on Immigration, made that way by Governor/DNC Chairman Tim Kaine’s stacking the commission membership with avowed illegal alien apologists, has explained the job they should have done but failed to do.  FAIR went out and performed that job,  giving us precisely the analysis and evaluation needed in order to make informed policy decisions at the state level.  Lawmakers that fail to follow through in supporting policies that will reduce the number of illegal aliens unlawfully residing in Virginia demonstrate to their constituents they really don’t care about taxes, they really don’t care about what’s right, and they don’t care about public safety — all they care about is ensuring a steady transfer of your wealth to illegal aliens that they hope will someday be able to vote for them.

It has taken years to come up with the data that many lawmakers said they needed in order to start considering legislation that would ensure that illegal aliens aren’t supported with taxpayer dollars, protected from the consequences of their unlawful behavior by “look the other way” law enforcement policies, or compete with unemployed legal Virginians for jobs during a time of rising unemployment.  We now have that data.  It is time to start acting on it.  Virginia’s families can’t afford to wait any longer.

Here is the full Executive Summary for the report:

Virginia has a rapidly growing illegal alien population of about 295,000 persons, nearly tripling since 2000. Since 2000, the state’s foreign-born population has grown by 46.5 percent while its native-born population has grown by 6.5 percent. Similarly, public school enrollment of students who require special instruction in English has also soared, rising by nearly 175 percent over the last decade.

Virginia’s illegal alien population represents a major burden on the state’s taxpayers and on the state budget. These costs imposed on law-abiding Virginians are unfair and unwelcome even in the best of times, but are especially burdensome at a time when the state is confronting a major general fund budget deficit of $1.1 billion.

In 2008, the foreign-born population in Virginia represented nearly one in every nine residents (10.8%), and illegal aliens constitute about one-third (34%) of that immigrant population. Children with at least one immigrant parent accounted for 8.7 percent of the population in 1990, 13.2 percent in 2000, and 17.6 percent of children under age 18 in 2007.

In addition to the fiscal cost estimates in this study, there are additional costs associated with illegal immigration that should be kept in mind by policymakers when they focus on this fiscal cost burden. Foreign remittances sent abroad by the illegal alien population also constitute a major drain on the state’s economy. The Inter-American Development Bank estimated that remittances from Virginia just to Latin America amounted to more than $1.1 billion in 2006. If this amount had been earned by American workers, it would have been spent locally, and it would have generated sales, production and jobs in the state as well as increased tax collection.

The nearly $1.6 billion dollars in costs incurred by Virginia taxpayers annually result from outlays in the following areas:

Education
Based on estimates of the illegal immigrant population in Virginia and documented costs of K-12 schooling, Virginians spend nearly $1.56 billion annually on education for about 95,000 children of illegal aliens. About 70,000 children of illegal aliens are in special English instruction classes, costing the taxpayer an estimated $440 million. Nearly eight percent of the K-12 public school students in Virginia are children of illegal aliens, and nearly three-fourths of them are in Northern Virginia public schools.

Health Care
Taxpayer-funded, unreimbursed medical outlays for health care provided to the state’s illegal alien population amount to nearly $100 million a year.

Incarceration
The cost of incarcerating illegal aliens in Virginia’s state, county, and independent city prisons amounts to more than $45 million a year — not including related law enforcement and judicial expenses or the monetary costs of the crimes that led to the incarceration.

Some state and local taxes are received from illegal immigrants — even from those working off the books. But, those same tax collections, or more likely an increased amount, would occur if the jobs were done by legal workers. So, unless it is assumed that no legal U.S. or immigrant or foreign guestworker would do the jobs now done by illegal workers, it makes little sense to consider this a true offset to the tax burden. The estimated amount of the taxes currently collected from the illegal workers is about $188 million per year.

The fiscal costs of illegal immigration to Virginia’s taxpayers do not end with these three major cost areas. They would be considerably higher if other cost areas such as assistance programs for needy families or welfare benefits for American workers displaced by illegal alien workers were included in the calculation.

    How do we get this information out. Is there an organization that could produce a TV commercial.

    $600 out of my pocket to pay for law breakers? Are you kidding me? Our so called leaders need to wake up now. $1.5 billion would fix a lot of roads, fund a lot of needed services, and feed a lot of citizens and immigrants.

    Help Save Manassas and Save The Old Dominion certainly could, but they don’t have the budget at this point to start running commercials. A run of thirty second spots on Comcast just in Prince William County would probably run about $2,000 a week, and that’s not including the production costs for shooting the commercial.

    If you happen to run into some deep-pockets types that would be interested in helping fund an air war, which I think is a tremendous idea, get them in touch with Help Save Manassas. Although it would be darned expensive, I’d LOVE to see thirty-second spots running during the local newscasts throughout the state. That would probably get things moving pretty darned well!

    Does that mean that legal immigrants, new citizens born overseas, and other similar categories somehow don’t have to pay (because they are not “native born”)? Was that really a criteria (implying that the bill would actually be less if distributed among all legal residents regardless of their place of birth)?

    No Amnesty (aka Pathway to Citizenship)! Can you imagine what these numbers would look like if all the illegal immigrants received this? If they were legalized, they would also be allowed to bring in family members via “chain migration”! You think we have problems now? If that happened…our country as we know it would be devastated! We cannot sustain millions of uneducated third world people that cannot take care of themselves. We should only allow people to legally enter our country if they can demonstrate that they will add value to our society and not become a burden on the social welfare system. We the people own this country. We the people have every right to mandate entrance criteria. Additionally, if people cannot adapt to our ways of life and language (that unifies us as one nation) they should not be allowed in. If they wish to carry on as they do in their former countries of origin, they should stay in those countries. We cannot make any exceptions to this otherwise we will balkanize.

    I have emailed McDonnell twice asking about his stand on illegal aliens in Virginia and how he will guarantee that legal Virginia residents are hired for stimulus-funded jobs (specifically low-skilled) vs illegal aliens.

    Apparently, McDonnell and his staff feel these are such low priority concerns they don’t warrant a response.

    If the Republican Party candidates want my vote, it would behoove them to respond to their voter base.

    There’s the “the U.S. stole the southwest” argument.

    Well, the land in dispute was “owned” by Spain for a couple of centuries. Then by Mexico for about 25 years. During these periods, there weren’t more than a few thousand Spaniards or Mexicans in the entire territory. It’s been owned by the U.S. for about 160 years now, much longer than Mexico’s reign. And the U.S. has actually done something with the land, made it habitable for tens of millions. The difference between American and Mexican “twin cities” straddling the border is like night and day, yet the land is obviously the same. It’s not the dirt that’s important, it’s the people. Put another way, if culture didn’t matter, Mexico and Central America would be paradise.

    Then there is they are all God,s children argument.

    Isn’t everyone God,s children? If so, then guess the open borders crowd are saying everyone and anyone has the right to Invade this Nation, waving their flags, demand their rights, while feasting at the trough of public welfare and Kill, Rape and Rob thousands of American citizens each year! There are 100,s of millions probably billions from India, China, Africa, etc. that would like to immigrate to the USA. If it ok for Latinos to pour across our borders then unless the open borders crowd are racist it should be ok for any and all of the world people no matter their Education, Religion, Race, Criminal convictions, Diseases, or Terrorist ties to invade this nation & be rewarded with American citizenship!

    There’s the “lettuce” argument

    We’ll be paying $50/head if we don’t have illegal aliens working in the fields. As Phil Martin, ag economist at UC Davis shows, the field labor cost in a $1 head of lettuce is about 6 cents. Triple those wages and Americans will do the jobs. (They’re not career positions. They’re seasonal jobs for young people, starting in the world of work. I have did similarly menial jobs.) And you’ll be paying 10% more for lettuce and other produce. Do you spend $1,000/year on produce? OK, you’ll pay $100 more.

    The lettuce argument also parallels that for the retention of slavery.

    Immigrant Argument!

    There’s the “everyone’s an immigrant except for the ‘Native Americans’” argument. Well, the American Indians didn’t sprout from the land, they came across the Bering land bridge from Asia. So if the criterion is “You’re an immigrant if you had an ancestor who immigrated here,” then American Indians are immigrants, too.

    In that case, “immigrant” is no longer a useful word, since Everyone’s an immigrant.

    Illegal pay taxes Argument!

    There’s the “illegal aliens pay tons of taxes” argument. Sure, they all pay real estate taxes (in rent) and sales taxes (most states). Those working on the books (typically using stolen Social Security numbers) pay FICA and, perhaps, income taxes. But they’re mostly ill-educated and low-skilled and pay very low taxes connected to their working — in fact, most claim the Earned Income Tax Credit, i.e. negative income tax! If a family with both parents working has two kids in school, that’s at least $15k/year just for schooling, way more than the taxes on, say, $35k/year aggregate income.

    Robert Rector at the Heritage Foundation has done the systematic accounting on all this. A typical household headed by a low-skilled illegal alien is a net drain of about $20k/year for the rest of us, year after year. (Low-skilled Americans are a similar burden, but they’re part of the national family, not gate crashers from other societies.)

    Illegal Bad..Amnesty good Argument!

    There’s the “illegal immigration is bad, but make them citizens and problem solved” argument. Nope. If that were the case, legalizing (i.e. amnestying) the illegal aliens would solve the problem. But they’d still be (on average) low-skilled workers whose burden on the rest of us would continue. In fact, once legal they’d be able to access more public benefits programs, so their cost to the rest of us would actually rise substantially. In addition to bringing in their relatives under chain immigration in a never ending chain! In short, all of the problems of mass illegal immigration are shared & increased by mass amnestying them.

    Then there is the straw man Argument this Nation cannot afford to deport 12 million people!

    Never noting if our Politicians had abide by our Constitution and enforced our Laws there would not be 12 millions to deport. Even worse, there is not 12 million but between 20 and 30 million but the government prefers to lie and down play the number! ( Same as the 1986 Amnesty was more than double the government estimate, so will this one be) At any rate deportation would save billions in the long run over what they will cost this Nation in welfare in the coming years. Every person with less that a high school education cost a average of 55 thousand over their life time, so apply that times the 12 million plus all their relatives & their relatives in a never ending chain & deportation would be a great bargain and save billions if not trillions in the coming years! But deportations is not necessary, just close our borders and enforcing our Laws with E-Verify. Fine companies, imprison executives and cut out the welfare they will self deport. No jobs, No Welfare equals no Illegal Aliens!

    The flood of immigrants drives wages and living conditions in our central cities toward those of the Third World & has already destroyed Calif..

    This tidal wave imposes sprawl, gridlock, pollution, and environmental damage on our metropolitan areas & Nation.

    Immigrant families needing services overwhelm our schools, taxpayer-funded health care facilities, and other public agencies.

    Those requiring services don’t assimilate and, instead, expect to be served in their native languages.

    American civic culture frays as each ethnic group establishes its own grievance lobby and pushes for preferences.

    Communicable diseases such as tuberculosis (new, drug-resistant strains) New diseases like Mexican Swine flu return.

    Shortages of water and other resources loom, especially in immigration-blitzed Southwest.

    Most that come across our open borders come from countries where, Crime, Corruption, Poverty, Misery, Anti-education, and hate for Americans has existed for centuries and is normal. Should anyone be surprised they bring those same family values across the border with them?

    There is nothing that will turn a voter to another candidate faster than being ignored or brushed off.

    McDonnell may be running of false ego from his previous election against Deeds. We are in different times, and he needs to realize that voters are not going to GIVE him their vote - he has to EARN it.

    Based on my experience with him and his camp, he gives me the impression that he doesn’t WANT my vote.

    Ask the Puerto Ricans who left their “island paradise” for the cruel mainland why they left in the 60’s. When Johnson created “the great society” back in the 60’s they flocked to Massachusetts as one exmple because it had the highest paid entitlements (welfare, Medicaid etc.) In some cities in Massachusetts there are at least 3 generations of PR’s that have never worked a day in their life. This will happen again if amnesty is granted to 30 million Mexicans and Central Americans. Obama is re-inventing the “great society.”

    Now, now, PR decided not to become a state for the same reason Guam chose not to - it didn’t want to get caught up in “mainland politics” … AND … have to pay for the screw ups afterwards.

    PR and Guam are not OBama supporters - they know an empty suit and huge ego when they see it.

    Hispanic % of student population 1996 vs. 2006. (Most recent
    audited numbers that I’ve found).

    Prince William County - from 5% to 25%
    Manassas City - from 14% to 37%
    Manassas Park - from 6% to 43%

    These students, on average, require more educational
    resources and drive up the cost per pupil average..
    An expense placed on the taxpayers of the local
    jurisdictions.

    I thought it was great that the report chastised the “Immigration Commission” for not doing their duty. The commission was originally charged to find the costs illegal’s had on Virginia.
    But no, they decided to turn it into a three ring circus instead. It was a waste of time and tax payer money. I think I will find out how much the state actually spent on that fiasco and let you all know.

    I actually questioned some of our representatives on the committee why they didn’t do the job they were charged with and got a bunch of nonsense from them.

    Agree. That statement jumped out at me as well and made me pause in digesting this information. If I were grading this paper, I would mark it down for the lack of citations and or footnotes to substantiate all those numbers and statistics. I am all for proving it, but proof - hard data - is necessary for me or I just consider it more meaningless rhetoric.

    One question that came to me as I read your message regards the LEGAL aliens. I don’t see them working anything other than the low-paying jobs, just as their illegal relatives work. Does anybody know of the economic impact of the legal aliens? I would assume they are equally as burdensome.

Pay for every child that was born here, every emergency room visit, repay every single dollar’s worth of welfare, WIC, food stamps and assistance that you or your children received since you crossed the border illegally.     Hey, Pat, you know what is really funny about your claim that homeowners want cheap labor? I have yet to see any “discounts” from companies for any project. Hmmm…seems like the only ones realizing any kind of benefit from “cheap labor” are the companies themselves. All one has to do is compute the labor rates and materials for any job and you will find ridiculous rates being charged. No wonder alot of companies present their offers as a “lump sum” (to hide the details). If I want any work done, I demand a cost breakout….surprisingly…alot of companies balk at this request. Oh…I do most of my work myself anyway.

    FYI: - Just got a discount offer from Reston Painting & Contracting, a well established company I used several years back. I doubt very much that they use “cheap labor”.

    Wish I were able to do that kind of job, but my husband forbade me to go near a paint brush after some “modern art” was created by my disobiedient brush.

    rebelreggie, And you have not even factored into the equation all the labor and worker’s comp. laws, regulations, and rules that have been violated. Plus the fact that citizens pay higher taxes so that the illegals can enjoy all those medical, educational, and other “free” benefits.

    Is there anyway to check this out…my husband works construction with many illegal immigrants…some of these men have four and five children by the same , also illegal woman, living here with them..They don’t marry the women so they can get local aid…One man claims that his wife brings in more than him…2800 a month in aid for the her and these children..and does not work…they also get reduced housing..My husband had to be in the hospital for just one day and the bill was $16,000….at the bottom of the bill it says that if you are at or near the poverty level you may owe nothing..
    How wacked is this….why should any of us work….where are our lawmakers…what will they do when Joe blue collar and Joe white collar just call it quits..
