Frank Principi Gets “Stimulus” For Illegal Aliens

By Greg L | 5 July 2009 | Illegal Aliens, Prince William County | 38 Comments

Woodbridge Supervisor Frank Principi is mighty pleased with Obama’s stimulus lately, since the Greater Prince William Community Health Center at which he serves as Executive Director just got $1.5 million in federal “stimulus” funds and is now embarking on an expansion of their Woodbridge operation.  The clinic ostensibly provides medical services for poor and uninsured residents, although they make no effort whatsoever to determine whether their clients have legal presence the United States.  In so doing they are quite intentionally providing taxpayer-funded services to illegal aliens.  It’s taxpayer-subsidized medical care, no questions asked, and an astonishing proportion of our public healthcare expenses are already being provided to persons who shouldn’t be in our country.  For folks like Frank Principi, who has a vested interest in the question, the more illegal aliens we provide with taxpayer-funded services, the better.

The federal budget contains outlays specifically for the purpose of reimbursing hospitals for the costs of providing services to illegal aliens under the Medicare program to the tune of about $1 billion every year.  Recently a hospital was billing the State of California half a million dollars a pop for just one illegal alien patient who came to the U.S. specifically to get on this gravy train not once, but four times.  Obama’s just peachy idea to provide government-funded health insurance to the “uninsured” includes providing benefits for at least ten million illegal aliens using your tax dollars, and it’s folks like Frank Principi, who gain stature and compensation through this scheme to provide public benefits to illegal aliens who help make the case that ever more of your money is needed for facilities such as these.  Without demand, Frank Principi’s employer likely wouldn’t need so much of your taxes, or for that matter, to employ Frank Principi.  Frank needs that demand to keep on going.

The Center for Immigration Studies has concluded that illegal aliens are responsible for three-fourths of the increase in the uninsured since 1989.  The American Enterprise Institute recently reported that nationwide, 45% of all the uninsured are illegal aliens. When you get someone in Woodbridge, of all places, saying they’re uninsured and need publicly-financed healthcare in some place like the Greater Prince William Community Health Center, what are the chances the person requesting service is an illegal alien?  How much higher a percentage than 45%, given the demographics of the area, would you think is likely? Probably quite a lot.

If a place like this that received federal funding in order to provide services to the poor and uninsured but actually qualified beneficiaries, I imagine low income and uninsured legal residents and American citizens would be getting a much better deal here.  The clinics want to provide a broader range of services, but given the demand on the services they’re already providing they just can’t expand the scope of the support they provide.  Citizens lose out, while illegal aliens end up winners.  Instead of helping prove that “stimulus spending” has nothing whatsoever to do with helping our economy recover in such a spectacular fashion, this clinic could simply require that taxpayer-funded benefits are only used to support lawfully present persons and likely all their capacity problems would disappear, encouraging illegal aliens to relocate somewhere they are more likely to get free publicly-funded handouts, such as Maryland, or D.C.

Instead, this clinic steadfastly refuses to qualify beneficiaries.  That helps keep demand up, justifying the effort to go hat-in-hand to the federal government for more and more of your money year after year.  The increased funds allow for facilities expansion, new personnel, and of course with new personnel there’s a need for more management.  Principi’s empire grows, lending him more credibility and more compensation, all of which is subsidized out of your pocket.  When you paid your taxes under penalty of imprisonment, did you know they would be used to knowingly provide public benefits to illegal aliens in such a way Frank Principi could be a bigger fish in the non-profit sector? I thought not.

By the way, is this same federal government helping you or your family coverhealth care costs?  No, you’re a citizen.  Declare yourself an illegal alien, and perhaps then you can qualify for assistance.

No wonder Supervisor Principi is so tight with the illegal alien lobby.  They bought him with your money.

If all this was was an effort to keep communicable disease under control, that might warrant a more positive discussion. Even with these services available, we’re still getting a swine flu pandemic, and we’re still seeing a lot of TB and other diseases, so it’s pretty clear that if the purpose of clinics like these are to control those, they’ve failed miserably. Spending more taxpayer money on programs that don’t work is getting kinda old.

Instead of making the lives of illegal aliens more comfortable at public expense, we should be making their unlawful presence less comfortable which would encourage them to self-deport back to their home countries. Whatever government subsidizes, we end up with more, and getting more illegal aliens isn’t a good policy goal.

I guess, “just sayin”/anonymous, someone so confused to think that Colin Powell is a conservative might never have heard Ronald Reagan talk about government spending. You might want to watch a few of his speeches sometime. They’re awfully enlightening.

Actually, I am rather familiar with Ronald Reagan’s speaches. It’s Ironic that Ronald Regan spearheaded the landmark 1986 Immigration Reform and Control Act, which legalized the 3 million illegal immigrants in the country at the time. Since then, that reform effort has been attacked from all circles as an amnesty law that failed to fix the nation’s immigration system.

I agree, the “gipper” is a model we should all follow… and an example of a true fiscal conservative.

Principi is a two faced (you no what). Could see this coming as he took office and immediately his aide was pulling in money from the County, plus spending alot of time at Principi’s Health Clinic at Ridgewood getting paid big. bucks. Thenhe got tied up with another Health Clinic and Connelly got him over a million dollars in stimulus money.

The Potomac News was not interested in checking this out.

He has his aide on the Board of Directors and also John Gray and a few others all get paid a good living wage and then some.

This is where our Stimulus money is going and all to help the illegal aliens.

We are getting shafted in all of this and soon there will not be a United States of America.

Why can’t the Feds go to these clinis and check these people out???? Why can’t the State go in and check?? Why can’t the Police go in??

Did you noticethe Parade? Ms. Jenkins brought 2 ladies up to be introduced with small babies and the one made a point of saying she was from Gahana and a citizen;the other one said only that she was from Gahana.

I guess the Democrats are courting the illegals? Wow.

I understand there are 300 a month coming in here from Gahan to go to 3 mos. of school and work in the Health Field. Making good money. Wonder why our Govt. can’t do this for our unemployed that grows in this Country every day.??

    Hate crimes are illegal.
Are actions such as this considered “hate crimes”?

This is a prime example why a Universal Health Care Plan will NEVER work in the US.

When I was in France a few years ago, I watched as the occasional illegal alien tried to use a stolen or forged ID card to get free health care at one of the clinics. They are caught almost every time and it’s a sight to behold. Because I was in the country on a visa, sponsored by my employer, I was covered by the plan and withholdings were deducted from my pay for the premium. They do have a pretty decent system and it’s quite affordable even at self-pay rates.

The French are very protective of their health care plan and strictly enforce their guidelines. Long ago, the French realized any hope of a national health care plan that “insured the world,” would fail miserably and amended it’s birthright citizenship to children with at least one French citizen parent. To this day, many believe this was the smartest thing the French Government ever did.

In France (unlike the US), child birth is not considered “emergency care,” nor are the children of illegal aliens covered by any health and human services programs. Therefore, there is no incentive to “breed for benefits.” They are expected to pay for services as received. If they are indigent, the churches will take care of them (programs sponsored by private contributions)

There is no free ride in countries with national health care - everyone pays into the system and that’s why fees are reasonable, coverage is pretty good and the system works.

In the US, paying for health care is so lopsided, with the Middle Class picking up more and more of the tab. Hospitals and health care providers are forced to increase their fees to offset the rising number of illegal aliens and others who “skip out” on their bill because the government refuses to intervene. What other alternative do they have?

Illegal aliens’ illegitimate children now represent about 1 of every 10 children born in our country – all of whom are immediately enrolled in tax funded health and human services program for which they will never contribute.

If the US ever hopes to see any semblance of health care insurance reform I predict we will see a 2-tier system. The first tier will be semi-free health care (medicaid and medicare) with a modest co-pay for the indigent (including illegal aliens), chronically ill and seniors. Because these people represent the greatest risk and least likely to contribute to the plan, the Middle Class will be taxed at a higher rate.

BUT … now, healthy Americans (which represents the greater portion of the American population – primarily middle class) will be able to buy much more affordable insurance since most of the risk has been eliminated … and … with the risk and no-pays significantly reduced, hospitals and health care providers can adjust down their fees accordingly making health care insurance and health care fees more affordable.

You heard it here first! ;0D

I guess at Sweet Briar College they don’t spend a whole lot of time actually having students read court rulings like the Parker decision, and instead spoon-feed ill-informed summaries of such court decisions. It is a real disappointment to learn that someone attending an “institution of higher learning” in Virginia could construe Parker v. Board of Education enshrined illegal aliens with constitutional rights in the United States.

Let me answer it for you. Let’s talk law (as in Department of Justice Law). There’s a concept called U.S. Person. This covers anyone who makes it inside our borders (including undocumented aliens and suspected terrorists). They are fully protected by the U.S. Constitution. This causes a number or problems in the age of stateless actors and terrorists; however, it’s the law (and public policy).

Haven’t you wondered why Bush set up Guantanamo? It denied terrorists Constitutional protection.

I look forward to reading your website regularly in the future…

Is that a hate crime? How about I take my video camera and record the license plates of people going into the clinic? Is that a hate crime? Ever hear of free speech and freedom to assemble?

    Question:
Is an illegal alien in the US a US Person?
    Answer:
No. Only foreign nationals who are lawfully in the US and who are permanent resident aliens are US Persons

    Question:
Just what exactly is a U.S. Person?
    Answer:
Any of these are U.S. Persons:

    A U.S. citizen, native-born or naturalized
A permanent resident alien (legally in the U.S., with the “green card”)
An unincorporated association made up mostly of U.S. citizens and/or permanent resident aliens
An activity incorporated in the U.S. EXCEPT for a corporation directed and controlled by a foreign government(s)
A corporation or subsidiary incorporated abroad, even if partially or completely owned by a corporation incorporated in the U.S., is NOT a U.S. Person.

    Brigit,

I caught your answer before signing off and thought I’d respond. Your answer is technically correct; however, for law enforcement (remember my comment about DOJ) purposes everyone within our borders is treated as here legally (as a U.S. Person) until proven otherwise. That means they are protected by the Constitution until they are determined to be here illegally (which, ironically, makes proving they are here legally or otherwise difficult). Our googal answer doen’t provide “context” from a law enforcement perspective. This has been a particular challange regarding terrorists within our borders. They understand our laws.

As I think you know, if you commit a crime against someone we assume they are a U.S. Person as we have no legal reason to assume otherwise. On the other hand, if someone here illegally commits a crime, we may inquire as to their status.

This is from the Center for Immigration Studies webpage–

“The 1982 Plyler v. Doe decision is perhaps the most egregious of the Court’s immigration rulings.49 In the 1960s and 1970s, a rising tide of illegal immigrants crossed the border from Mexico into Texas to take advantage of the better economic climate and quality of life in the United States. By 1975, the financial strain of the influx had started to choke the already crowded school systems in Texas border towns. In response, Texas enacted a new law concerning children not legally admitted to the United States that allowed local school districts to deny their enrollment and withheld from local school districts state funds to educate these children.50

Numerous lawsuits were brought on behalf of several children challenging the new law, which were consolidated in the case Plyler v. Doe. In a 5-4 decision, Justice William Brennan, writing for the majority, went so far as to extend the term “person” in the Fourteenth Amendment to include illegal aliens, by virtue of their physical presence in the United States.51

Moreover, Brennan found that the children of illegal immigrants weren’t responsible for their illegal entry into the country, therefore, “legislation directing the onus of a parent’s misconduct against his children does not comport with fundamental conceptions of justice.”52

While the Court recognized that there is no constitutionally enumerated “right” to a free public education, Brennan stated:

[N]either is [a public education] merely some governmental ‘benefit’ indistinguishable from the other forms of social welfare legislation. Both the importance of education in maintaining our basic institutions, and the lasting impact of its deprivation on the life of the child, mark the distinction. The American people have always regarded education and [the] acquisition of knowledge as matters of supreme importance…. We have recognized the public schools as a most vital civic institution for the preservation of a democratic system of government….And these historic perceptions of the public schools as inculcating fundamental values necessary to the maintenance of a democratic political system have been confirmed by the observations of social scientists.53

But Brennan wasn’t done. When he moved to the question of whether the equal protection clause applied to extending social benefits to illegal aliens, he determined that because Texas had essentially delineated illegal aliens as a distinct “class” of people, they must be treated equally with every other person in the state. Not to do so in this instance—the provision of a free public education—would violate the equal protection clause.54 In Plyler, the Court decided that any conglomeration of people, regardless of the reason for their classification under law, had to be treated identically with every other class of people.”

I believe the Wall Street Journal characterized CIS as “anti-immigrant”

Here is the whole article for people that would like to read it about who is a person under the laws.

“Brennan also said that irrespective of the financial burden imposed on the community or the state by illegal aliens, the cost was not sufficient to justify preventing illegal immigrants from availing themselves of a free public education.55″

    July 7 09

“A little before 11:00 p.m. on July 4. a 22-year-old man was walking with some friends in the Whitcomb Square area of Sterling Park when he was approached by

    Jose E. Salmeron-Zelayandai, 20, and Carlos Hernandez-Trochez, 20.

One of the men grabbed him from behind and both attacked him. They stabbed the victim repeatedly, then fled the scene.

Witnesses were able to give a good description of the assailants to police and both Salmeron-Zelayandai and Hernandez-Trochez were apprehended shortly after the attack.

The victim is recovering from his wounds.

Loudoun County Sheriff’s Office spokesman Kraig Troxell said that both Salmeron-Zelayandai and Hernandez-Trochez had been charged with malicious wounding and gang participation. They are being held without bond and federal immigration detainers have been filed against them.

Troxell declined to name the gang with which the men are affiliated.

Of course, Northern Virginia has been inundated with illegal aliens in recent years, and the notoriously violent Salvadoran gang known as MS-13 has emerged as the area’s most infamous gang.

The FBI’s National Gang Task Force Director Robert Clifford, said: “The migrant moves and the gang follows. If you follow the construction trade, that is where a lot of these immigrants go.”

MS-13 set up shop in Northern Virginia during the 1990s, lured by the region’s fast-growing Salvadoran population, later expanding into the Maryland suburbs of Langley Park and Gaithersburg.

During 2004-2005, there were two machete attacks in the Northern Virginia area. An Alexandria teenager lost four fingers during a savage encounter with MS-13 members, while a Fairfax man also became a victim of an MS-13 machete attack. Both incidents are believed to have been initiation acts.

In 2005, two MS-13 members were convicted in an Alexandria, Va. United States District Court for killing a 17-year-old pregnant girl. A rope was placed around the neck of Brenda Paz, she was then stabbed repeatedly. Her body was then left along the muddy banks of the Shenandoah River. The murder was retribution for the girl´s cooperation with a federal investigation into the gang´s activities.”

Illegal Immigration and health care are heavily connected, believe it or not. Massive high taxes are imposed on the US taxpayer to pay for so called emergency hospital care for illegal immigrants and their families. Except foreign nation use the emergency room for their basic needs, such as the flue or a splinter in the finger. As always the taxpayer is the recipient? Health care revision can never happen while Taxpayer carry the heavy burden of paying for the millions of illegal workers and families, who have settled here. As an example 80 hospitals and clinics locked their doors for good in the Sanctuary State of California, because huge hordes of individuals came their for free health care. Why do you think California found themselves with a $24.5 billion budget deficit?

Those who want to just follow the same old road, can do so with the profit taking commercial insurance. Those who would be satisfied with a government run health care program, can now start demanding it from the lawmakers. Those who see a Universal health care system, similar to most developed countries in Europe, should start informing every Representative and Senate politician starting today. Rationing in places like England, was caused by the major impact of uncontrolled immigration. I see–THE RATS–are coming out of the woodwork, using propaganda and downright lies about government run medical care? The Special interest lobby, status quo have very wealthy fingers in the pie and do not want Health care for everybody? It’s a trillion dollar business like Cancer treatments.

The pharmaceutical companies, AMA and others have very much to lose? Even many corrupt politicians are stockholders in this behemoth money machine. Most American working class can do–without– high premiums, pre-existing condition clauses. deductibles, co-pays that is representative of the wealthy medical care insurers.

Unless our politicians commit themselves to a strong E-Verify, Police enforcement 287(g) and enforce all federal employees are vetted, so illegal immigrant workers can be rooted-out. The push for AMNESTY, will even draw another invasion in to our nation once the word goes out.

This free health care atrocity was placed on the unknowing American, years past and never been rescinded. This has favored the business community, because they pay–ABSOLUTELY NOTHING– to a maimed or sick illegal worker, because it’s passed on to the consumer. IF YOU DESIRE A NEW HEALTH CARE SYSTEM, WHERE YOU CAN CHOOSE YOUR INSURER? WHETHER YOU WANT THE FOR PROFIT INSURANCE OR GOVERNMENT MEDICAL CARE SYSTEM? TODAY IS CRITICAL. SO CALL YOUR SENATOR OR CONGRESSMAN 202-224-312. Just like illegal immigration , we cannot afford anymore to subsidize the business that hire them or the millions of illegal families. GOOGLE–on the web to find the truth.
