To whom should a person report acts of intimidation?

Pennsylvania’s Department of State recommends that persons who are victims of or who witness voter intimidation, report the incident to their county board of elections. In Pennsylvania, each county commission is required to investigate alleged violations and report them to the District Attorney.176 The District Attorney has the authority to prosecute such violations.177

As for hate crime, according to our Attorney General Eric Holder one must have the proper motivation to be labeled a qualifying hater and the victim’s race, religion, sexual orientation or other federal recognized status must have a sufficient history of crime committed against it with the specific motivational drive in order to qualify for hate crime status.

So, "he had the money in his wallet so I shot him" or "he looked at me so I shot him" or most other excuses offer do not fit as a qualifying motivation.

		<description>I think another story that involves race from the Philly area is getting more attention then this one.  A camp that is made up of mostly black children were denied entry to a private clubs' swimming pool after the racial make up of the kids were discovered.  The camp had signed a contract with the club for use of the club's pool.  

That story will gain more media attention then this story even though, both revolve around race.  However, when minorities are the victims, the media is more sympathetic then if minorities are not 5he victims.

Check this story out from Ohio. 

Does anyone really think hate crime charges would not have already been filed if the victims were minority and the preps white?    This is why hate crime laws do not work, the protected races are never considered to be racist or commit crimes based for racial reasons.
