MP Police Captain Steals Vehicle In Dale City

Well, I can’t say this is all that surprising. A Manassas Park Police Captain who had been implicated in the Rack ‘n Roll scandal resigned after being charged with stealing a vehicle belonging to the Dale City Fire Department? My only question was whether he needed it to transport drug dealers to Manassas Park in order to set up another local business owner. That’s about the only business I’ve seen the MPPD have over there…

everyone is human and all people make mistakes in their lives some bigger than others but there is no doubt that he is dealing with his mistake and was man eneough to admit to it but you must remember all will recieve forgiveness when they ask the one true judge for it, wich by the way for all the negative people he is doing so.
The only thing surprising about this story is that the WP actually published it front and center on their Virginia section. MP always manages to stay under the radar. From the highest property tax rate in the state to the invasion of illegals on a biblical scale to the property value losses of > 70%, the park always manages to keep it out of the limelight. The foreclosure and property losses alone should have had every MSM journalist in the country scratching around here looking for a story but NOOOO, MP always manages to keep it hidden nice and tidy under that carpet.
This isn’t the first time this officer has been caught on video tape breaking the law. He has lied under oath. Citizens’s lives have been ruined by his keystone cop, old boy corruption. He had the power to take your life or liberty. His judgment determines if you lie or die.
That department has protected his crap and the other cops in his little gang for a long time. He’s had plenty of protection…that u or i would never have any hope of getting. I love how some of you invoke religion to mitigate the truth about who he is. When he’s gone after innocent people’s throats….religion doesn’t save them. Nor will it save him.

Don’t know the facts? The fact is that Moser resigned is pretty well established, as is the fact that he got liquored up, got into a spat with the Dale City Chief, and stole his car.
That’s something I don’t understand about the Park. In the face of overwhelming evidence suggesting massive problems there, some folks are absolutely determined to ignore any problems, resigning themselves to the worst performing local government in Virginia.
That’s how you end up with reprobates like Frank “Dear Leader” Jones ruling the Park and running it into the ground just as fast as anyone could imagine.

Uh, “Loudmouthed Inciter” AKA Jeff Wolinski, I didn’t follow them closely, but whether I did or not, it is quite clear that they were written in pursuit of an agenda, and whether that agenda was justified or not, a healthy amount of skepticism is always in order. I just wish this city would fold and go back into Prince William County. Maybe we could be a town. The taxes are to high. Cops stealing cars. People are still building McMansions that will probably sit on the market for years unless they give them away. The Town Center is a joke. The only business I’ve seen there is a bank. How long until the developers turn the apartments into condos? I don’t know, but when they finally do that town center will be taken over with liquor stores. XXX shops and Check cashing stores that also happen to sell fire arms. But at least we will have a 2000 square foot library that will serve the whole city. This city is a joke. I can’t believe I ever moved here.
On brite side the new car wash on the corner of Manassas Drive and 28 will be convenient. And the tap water tastes real good. I wonder what the secret ingredient is?

I’m reading all about what a wonderful guy Mosher is and while I have met him on occasion, I really know very little about him. What I do know, aside from the stupidy of this latest car theft and purse stealing incident, is that he took part in a 40+ man raid on Rack N Roll in June 2004. That raid eventually cost a small businessman, David Ruttenberg, the business he had built for 20 years and is the subject of a suit now before the United States Court of Appeals for the 4th Circuit in Richmond.
Mr. Ruttenberg’s suit alleges that the raid violated the 4th Amendment protection against unreasonable search and seizures by the use of excessive force. Further, the readers of this post should know that the suit also alleges, and includes substantial supoorting probative evidence, that the defendants were involved in planting illegal alcohol in Rack N Roll prior to the raid in an attempt to frame Mr. Ruttenberg with a criminal ABC violation, an attempt that failed. If that were not enough, as alleged in Mr. Ruttenberg’s briefs, currently before the 4th Circuit, a number of the involved officers in this attack on Mr. Ruttenberg’s (and for that matter your) constitutional rights, who have been deposed or submitted sworn affidavits, have perjured themselves in those depositions and/or affidavits. Mosher is included in that number as follows:
Mosher has filed in federal court a sworn affidavit in support of a motion for summary judgment by the defendants, i.e., Manassas Park, two MP officers and a Prince William County officer. Mosher stated under oath that “(n)either I nor any law enforcement officer drew or pointed any weapon at any patron or employee at any time to my knowledge.” This is critical because according to applicable case precedent a key element in excessive force is the abuse of weapons and the raiders knew, when they stormed Rack N Roll, that there were less than 15 patrons present, mostly young women for “Ladies Night.” Mosher’s sworn statement is contradicted by numerous affidavits from patrons and employees who swear that guns were drawn and pointed at them (these affidavits are also before the 4th Circuit) as well as security camera videos (now before the 4th Circuit) that show drawn and pointed weapons. Even more to the point, a security camera video shows Mosher himself with a drawn weapon. Mosher’s affidavit amounts to perjury, i.e., (1) it’s a lie, (2) it’s under oath, and (3) it bears on a material issue with respect to the 4th Amendment violation.
Mosher may be a wonderful guy. Perjury, however, in support of an unconstitutional attack on a guy only trying to live the American dream is, in my humble opinion, totally threatening, un-American and completely beyond the pale. Mosher, and that whole corrupt Manassas Park bunch, need a lesson in what this country stands for. And for those of you who think there is an “agenda” behind the 6 year court battle by Mr. Ruttenberg, I just laid it out.
My husband and I moved to MP last summer. Today I called the MP police station today and expressed my concern (by leaving a message on the chief of police’s voice mail) for the quality of police professionalism in MP when I hear stories such as the one we read in the newspaper about the police captain who stole a vehicle. I want to let you know that not only did Chief Evans return my call, but because I was out when he called, he later came over in person to introduce himself and while he was not able to give me details about this particular case he did assure me that this officer was off-duty and acting on his own behalf when he did this. The Chief assured me that the MP police have the highest degree of professionalism. He stated that the MP police force is one of only 70 some police forces among 600 or so in the state who have achieved state accreditation year after year. He invited me and my husband to ride with a police officer at any time for a bit of a look-see into what they do, and also invited us to stop at the police station at any time for a tour of the facility. He has been on the local force for 23 years (I believe), and expressed great pride in our community, in which he also lives, and of our highly-respected school system. While I am still concerned about what I have read on this website, I thought you should know that the MP police were very pro-active in addressing my concerns. The last thing Chief Evans said to me as he left our home was, “We are here to protect and serve you.”
I am willing to accept this at face value until I know otherwise.
I have known Travis for many years and have always respected him. I have always been a supporter of the MPPD but the whole Rack-n-Roll scandal has always bothered me. Now knowing that Captain Mosher made a signed affadavit that appears on face value to be false bothers me even more. On top of the fact that MPPD has hired not one but two former Manassas City Officers, one who was forced to resign and one who was out right fired brings my concern even higher. The previous statement is a fact, not a rumor. The Officer that was forced to resign is a sergeant the last time I was in touch with him. makes me wonder about the MPPD hiring and promotion practices. It makes me wonder how a 30 year old 9 year veteran becomes the 3rd in command without any type of college degree. I may be wromg, but this has to be HIGHLY unusual. Could it be a present for his support of the whole Rack-n-Roll scandal? With that in mind, I still have the upmost respect for Chief Evans and refuse to except any other idea until proven wrong. I guess I can say, do I believe Mr. Ruttenberg was wronged, absolutely, do I believe Chief Evans was originally responsible, I don’t at this time. I believe he was forced into this by someone on Council. I also have one other question for Greg. The blame has always been on Mayor Jones, but he was not even in the picture when the whole off track betting fiasco started. Why would he want Ruttenberg out of town?
From my outlook from working briefly at the Fire Dept there in MP, I had done some homework and out of the 23 officers on the force, 13 of them have a shady past in other police agencies. This goes along with what MPResident said earlier about the Manassas City personnel - which is true. With the taxes that MP charges (the highest in the region) you think they could afford to hire staff that has not been discarded by another department. I couldn’t stand to be a part of the MP name and have since moved on, but I would bet the numbers are still the same. The Chief should have higher standards for his department but I guess it’s cheaper to hire someone who’s been “discarded” from another agency (who doesn’t need academy training) than to send a new recruit through the academy??? So maybe the Chief and Mayor Frank Jones DO have the taxpayer’s best interest in mind??? But probably not.
This little message is for all of you people who actually think you have a clue!
I grew up in MP and work for Mp, I have known Travis for about 20 years and for all of you who are down grading him,YOU just dont know him because if you did,YOU would know he’s not this person that you jack*!!’s are making him out to be!! He has devoted 1/2 his life to this community that he loves. All of this he said she said shi* is for the birds unless you actually know him dont talk about him! Another thing is the comment from earlier about the City should just fold and goback to the county, If YOU dont like it than leave!!! We Probably dont want you here anyway because you dont have the same small town pride that real MP residents have that have actually lived in this small City and stand behind each other! All of us who devote our lives to the City of Manassas Park deserve a little more respect.All I’m saying is that before you draw your own conclusion, you should wait and hear all sides.

I have known Travis 1/2 of my life. I have not slept with him or met him in a bar. I know this person.. YOU do not. So maybe that is your life style meeting people in bars and having one night stands with them.. That is not Travis Mosher. He is a kind loving person from the best family! I have been here for 2 years now and I like this little city in all honesty.
I don’t like the taxes being as high as they are and the town center is a joke. But the schools are nice and I hope the new rec center is a success. I haven’t had any problems with the police or employees at city hall. My family has had nice encounters with some firefighters and some of the employees at the rec center. The people here are fine. However, when you grow up in an area you see it through rose colored glasses. I still see my hometown like that. I can’t see this town through rosed colored glasses. I hope one day my kids will. I have no plans of leaving so your gonna be stuck with me for a while. Sorry.

Numerous undercover ABC inspections occurred at Rack N Roll over more than a dozen years before the June 2004 raid. Rack N Roll came through all of them with an unblemished record (check it out). It’s easy to make allegations but without proof those allegations are really no more than defamation. Let’s assume however, just for the sake of argument, that they are true. Underage drinking violations 1. do not justify planting illegal alcohol to frame Mr. Ruttenberg, 2. do not justify a raid in violation of the U.S. Constitution’s 4th Amendment and 3. do not justify perjury, even that of the wonderful Travis Mosher, on the part of the valient MP police force, i.e., those people dedicated, in Chief Evan’s words, to “serve and protect.”

I had two ABC licenses spanning 18 years in my Manassas Park businesses.
I NEVER HAD A SINGLE ABC VIOLATION OF ANY TYPE.
The ABC performed over a hundred secret inspections during that time. (according to the ABC) I have a record of not tolerating underage drinking or any drug use at all. In the end the police had to send one of their own girlfriends in to make this claim. They could’nt even get that right.

I have known Travis for many years and consider myself a friend, but he made a serious mistake and should expect some of the comments made. My guess is it will be plea bargained down to a misdemeanor unauthorized use with probation. The shame here is maybe the MPPD put Travis in a position he was not ready to handle. The fact is he is only 30 years old and was put third in command with no colleg degre. This is unheard of. I hope the best fo him, but his friends and family should expect some of the comments made and if they don’t then they shouldn’t be on the blogs.

David I ‘am sorry for what had happened with your business, guess you should have just moved you business across the tracks to the other side of the city where what Manassas Park calls a Chief , John Evans and Captain Mosher would have made your place their local drunk tank instead of Clarks. Maybe then your business would have left you alone.
I don’t understand how the tax rates are so high in Manassas Park, maybe the taxes are going to make the water in MP drinkable or maybe the taxes are so high so MP can employ the best employees for public safety, we see how well that works.

Actually Clarke’s has a great menu for a decent price. I understand the remolding is because of a difference of opinion between partners and there may have been a split. If you’ve never been there I highly recommend it. The owners will come out and talk to you and the food is great.

Anonymous, first you have no idea what Clarke’s charged anyone. While I did see the Captain there drinking a lot, and I mean a lot, whenever I saw the Chief there he was in the dining area with his family. And yes, they are remolding and plan to reopen. I never saw any other MPPD staff in the place. And yes, I spent a lot of time there, very nice atmosphere and nice place to watch football. You’re an ass!
I have no idea what Clarks charged the police but I no what they charged me and I never complained, but I can tell you when I sat at the bar and had two drinks and during that time the great police force personal had four times as many drinks and put ten dollars on the bar and walked out, I am not a math major but that was not full price, guess they were paying one way or another. So ok we will all wait for the reopening of Clarks, hope the MP Police dont die of thirst before they reopen. Why do you say an ass ? truth hurt ? are you MP Police if so your doing a great job drinking. Bottoms up.
Anonymous, have you ever heard of them taking a credit card and running it. The $10 could have been the tip. And no I am not a MP police. I am a firefighter. I also do not drink at all, not a drop in five years. But I love the atmosphere and the owner is a great guy trying to get a start and when asses like you spread rumors and have no idea what you are saying you hurt a good man’s business.
Lets say you dream might be correct please explain this, when the MP staff buys me a drink and I try to pay him for the drink he said don’t worry about it, because he will not have to pay for it either, and wouldnt the police staff have to give them credit card, I do talk to people and we have noticed that no credit card was ever exchanged and several of us noitced that the police staff would keep drinking way after they should have been cut off, how is that a great businees. A bar is a bar, I liked Clarks but someone should have done something about the MP staff. Are you a firefighter in MP ? pretty proud of not drinking in five years, guess substance abuse is running wild in MP way to go Frank Jones spending my tax money. Maybe you can blame it on the water.

And I don’t drink because five years ago I became an insulin dependant diabetic. Why should anyone believe that a MP officer bought you a drink and then he didn’t pay for it. I can guarantee you that never happened. Ther is no way in the world Clarkes would allow that to happen. Your an ass and not man enough to do any public safety job so go crawl back in your hole and if you wish to speak to me personally you can get my email address from the owner of this blog. You never saw any of the things you described because you are a liar. I’ ve been up there a lot and was friends with the owner who is a former hockey player, name left out on purpose, and I didn’t get any free drinks. The only person I ever saw up there drinking from the MP Police was former Captain Mosher. Not quite sure what your motive is for trashing Clarke’s, but maybe you are angry you were never given free drinks.

There are so many stories out there about him and his wild drunk antics, just ask anyone who really knows him. I think what others are saying is that the Chief, and everyone else in his department, knew there was a problem with his drinking and wiped it under the rug, hoping it would go away. Some of his true friends tried to speak to him about it, warning him that if he kept this up, it was going to be the downfall of his job, which is exactly what happened. Alcoholism is a sickness and nobody is denying that, right everyone? it’s just sad that it took this to bring it all out. I hope that Mosher gets the help that he needs. I don’t think anybody can disagree with that. It isn’t about Clarkes, that just happens to be the place he enjoyed to have a few drinks - that’s all! Anybody that knows Mosher knows he a good person but the alcoholism has now sabotoged his carreer and that is very sad. Please Mosher, get the help you need!!!

MP-JDG, yes, I have never said anything negative about anyone who has an opinion about the Captain, even though I have known him for many years. My complaint is [some] on here that for some reason want to blame the owner’s of Clarke’s and make accusations that are so unbelievable, they need to be called out. Clarke’s was, and will be a nice place for MP residents, and others, to go and enjoy a nice dinner, watch the games in the bar area or enjoy one of the special events they sponsor. A lot of people go and rink a lot at the bar and don’t show signs until it is too late. But what is wrong with the country is people do not want to be responsible for their own actions. Clarke’s is not responsible, IMHO, if you drink to much , walk out and kill someone. Now, my opinion would change if they served you until you were falling down drunk, but I never saw the Captain that way. I just say, he did like to drink.

Good evening all…as you can tell by my screen name, I am Travis Mosher, the former Captain/third in command of the Manassas Park Police Department. First and foremost, I would like to thank all of my family, friends, co-workers and established colleagues that responded in regards to my defense and support.
The truth is, I most certainly made a terrible mistake and displayed a very poor lack of judgement. Since day one, because of that, I prepared my self to accept the consequences of my own choosing. I voluntarily resigned as the police captain of the Manassas Park Police to spare the process and ridicule for my own actions on the night in question against me and the agency in which I so diligently served. Most importantly however, I feel I let down the true citizens of Manassas Park, they were the true motivation for me in ensuring that the highest caliber of police service was rendered.
At the age of 16, I joined the Manassas Park Volunteer Fire Department. I cannot even begin to describe the feeling I received when I was able to ride out on that truck, even as a rookie, and was able to render assistance to those in need. It just fueled my passion and desire to help my fellow citizen.
Many do not know that my desire for public service came shortly after my 5 th birthday…you see, when I was 4 years old, I was struck by a speeding motorist, right before my mother’s eyes. Technically, I was pronounced dead but our heavenly Father had didfferent plans.
I was struck by a speeding SUV on St. Germain Dr in Centreveille, where my parents lived at the time. My mother was a school bus driver for Fairfax County, today she is a Training Coordinator for the same county.
I was hit at approximately 45 mph, was driven 40 feet and then when the vehicle came to a stop, I was thrown an additional 98 feet on my bare back across the hot August pavement.
As the medics arrived, they observed multiple burns across the back, legs, arms and chest; along with a cranial bleed, where they could actually see the insides of my brain matter protruding through the rear of my skull.
I was transported to Fairfax Hospital immediately in “code blue” which meant death was emminent. While enroute, my mother was in the back of the ambulance, a born again Christian. She states, suddenly a force came over her saying, “lay hands on the sick and they shall be healed”. Mom, being recently saved and all was reluctant but followed her heart and began praying. As she did, a large goose egg knot had swollen from the top of my head and again a voice stated, “lay hands on the sick and they shall be healed!” “John” a medic on the ambulance said to her, “go ahead mom, pray, we are all born again christians!” Mom did not care at this point what anyone thought becuase her belief in the Lord Jesus and knowing he was her personal savior was all she needed. Sure enough, the moment that happened there was a paramedic in the back of the ambulance whose name was “John” and he said to her, “Mrs. Mosher, keep dooing what you are doing. All of us in this ambulance are born again Christians, you keep praying mom!
As I arrived at Fairfax Hopsital in “code blue”, meaning death is emminent, my parents filtered into the emergency waiting room. Now beforehand, a prayer request was sent through church to “pray for the little boy who was hit by the car”. Upon arrival, my parents encountered “numerous” people who to this day do not know who they were. Later, through “toungues” the Lord reveleaed they were angels. One responded, “we are here to pray for the little boy who was hit by the car, and their will be no knife taken to this child!”
I had been diagnosed with “mulitple fractures, contusions, and bleeds from head to toe” and I was to immedaitely undergo surgery.
I look forward to meeting Dr. Senneca, Chairman of surgery and seeing if he remembers saving my life!! Have a blessed day!
My parents were standing by in a nearby waitign room, with numerous people whom they’ve never met along with some family. Once the word was relayed that suergery would be taking place shortly, a gentlemen from the back cried out in tears and spoke in “tongues” and the translation was, “There will be no knife taken to this child.”
Moments later, the waiting room door burst open to the noise of, “Mr. and Mrs. Mosher, you need to come quick, Dr. Senneca needs to see you.” Mom and Dad thought the worse.
Upon arrival, Dr. Senneca stated that is was procedure to run additional x-rays to see the exact site of the injuries but upon doing so, all the x-rays came back negative…meaning, there were no signs of mulitple fractures, there were no signs of head injury and that he thought I would be able to walk out at the end of the week.
That moment, both mom and dad fell to their knees, thanking God for such awesome intervention. I did not undergo surgery and and all questions were layed to rest.
I have been blessed in more way than I think any human could imagine. I made a mistake and I accept responsibility, however, the great work that has been completed thus far in the name of our Father cannot go unrecognized.
I do not look for special treatment and I know in my heart the Commonwealth feels the same.
These men and women out here who risk their lives everyday, without any expectation of anything in return are to be commended each and every day. THe bible says that “their is no greater love than that of one who is willing to sacrifice his own life!”
All I can ask is that EVERYONE remember that and truly recognize what these men and women are out here to do for you!!!
THe men and woman of Law Enforcement are often forgotten, underpaid or rather just assumed thay they will always be there.
Remeber, every single one of them, from the highest to the peon, are someone’s daughter, son, cousin, mother, father, wife, husband….I mean the list could go on.
In closing, just remember, “Romans 8:28And we know that God causes everything to work together for the good of those who love God and are called according to his purpose for them.”

As one who strongly believes in the power of redemption, let me be the first to wish you well in the next phase of your life where you will undoubtedly work to make this world a better place.
The lessons of the past can be hard, but offer us the wisdom and determination to not only learn from them, but help others better navigate the difficult path from sin to redemption. I look forward to you applying these lessons to help serve your fellow man, and most importantly, to help a troubled community pick itself up and chart a new course.

I do not know how no jail time occured and am very upset that Travis at least did not get 30 days. Even if it was house arrest, it would have given the display that at least being part of the club did not give a pass on the actions of that evening.
Good luck and all but I think some time was due. Maybe you can make it up by volunteering in some aspect. It would show some sincerity in my opinion.
Work for SERVE over the summer and help out some of the struggling families and you may start to earn back a small piece of respect, from me at least.

MPresident, thank you for the post. It’s unfortunate that you are upset that I did not get “time”. My situation is certainly something I don’t think you should take time to be “upset” over. Truth is, the fact that I am no longer serving the wonderful citizen’s of Manassas Park is far more harsh than any “time” I would have had to serve.
Since the age of 15 , I have served the public, offering thousands of hours in the volunteer fire and rescue service and as a career police officer serving the citizens. I will continue those endeavors and it’s by the grace of God that I will be able to do so.
As I have said previously, unlike some, I accept full repsonsibility for my lack of judgement and poor decision making that evening. I choose not to ponder on th epast, for what is done is done. I do however, thrive towards the future and look forward to serving again and being a public servant.
Don’t worry, I will still continue to volunteer, as I am doing now. I wish you well in your future endeavors and continue to be an advocate for your community and beliefs! God Bless!!
People do not change. Period. I unlike Greg do not think much about redemption. I also think people who resort to alcohol and poor behavior never learned to stand on their own”truly” and take the easy way out.
Whining about ones own actions and quitting their job is not responsibility.
That is a cop out and easy escape as well as bullying is a coping for insecurities.
The hard thing would be to stick the course and push on through not jump ship. I do not really care anyway but do not appreciate narcism fillled b.s.
