		<description>I for one am actually pleasantly surprised by the fine.  This is actully a very large fine for the charge.  Many years ago as the Deputy Zoning Administrator for teh City was lucky to getr a few hundred dollars fine for zoning infrations.  Even more surprising, the largest portion of the fine was for the building code issues which is highly unusual.  I know a lot of people have been hard on the City for the time, but they actually played it right.  Judges hate these cases and the City was able to demonstrate their history of working with the land owner which probably led to the larger fine.</description>
