Peacor Secretly Overturns County Policy On Illegal Aliens

By Greg L | 21 November 2015 | Illegal Aliens, Prince William County | 8 Comments

A barely-noticed article on the WJLA website about Prince William County being a “sanctuary jurisdiction” for illegal aliens has ended up uncovering an outrageous abuse of authority by Prince William County CXO Melissa Peacor and Police Chief Stephan Hudson.  The 2007 “Rule of Law Resolution” that defined county policy on the issue, a policy publicly debated extensively for months and unanimously passed by the Board of County Supervisors was secretly overturned by these county staffers, who then lied about it when questioned.  Your taxpayer dollars are being lavished on these local government executives, and the Board of County Supervisors has a choice on whether that will continue.

After being told about the article on Friday, Chairman Corey Stewart contacted Melissa Peacor who told him that this wasn’t true and that the reporter had gotten their facts wrong.  Somehow additional information became available sometime prior to Saturday’s budget conference indicating that the county did, in fact, now have a “sanctuary policy” in place, prompting the Board to go into a closed session with Peacor and Hudson on Saturday following the conference.  No doubt there will be questions from the Board to Peacor about precisely what policy the county is actually following and why Peacor lied to Chairman Stewart about what it was on Friday.

We will either get some sort of creatively crafted explanation that tries to make all this go away, or Peacor will be fired.  The Board has the choice to cover up the perfidity and insubordination of Peacor or terminate her employment.  There isn’t a tenable middle ground here, as ‘personnel is policy.’ If Peacor is allowed to get away with this, her behavior will essentially be validated and all county policy, which lies within the exclusive purview of the Board of County Supervisors by law, will now actually reside with Melissa Peacor making every member of the Board of Supervisors a useless appendage to her authority and power and every Board meeting a pointless kabuki dance holding no significance whatsoever.

The entire subject of the county’s policy towards illegal aliens precisely came from this sort of behavior.  Back in 2006, then Chief Charlie Deane established a sanctuary policy for illegal aliens that he refused not only to make public, but also withheld from the Board of County Supervisors.  I, along with a large number of concerned citizens secured legal representation from Judicial Watch, who forced Prince William County to follow the law and make the policy public.  This lifting of the veil of government secrecy made it possible for residents to force the Board to have a public discussion about what this policy should be and for elected officials to actually be the ones determining what government should be doing.  Now it’s 2015 and secret policies are once again a topic of discussion, and concerned citizens once again have to dig to uncover the truth and force elected officials to exercise their lawful control over county staff.

County staff members making policy in secret, hiding the truth, and lying to elected officials.  If anyone on the Board of County Supervisors has future political aspirations they must put a stop to this ridiculous behavior, otherwise any talk about their ‘leadership’ should rightly be met with derision.

This is appalling, if true. And one needn’t hold your position on the Rule of Law resolution or a member of the Vast Right-Wing Conspiracy to recognize it as such. It strikes at the heart of representative government.

This is what happens when PWC is one of the only counties in the Commonwealth to have the inherently flawed county executive form of government.

There are very few that I DO hate, Anon 6:15. Most aren’t worth the time and/or energy. But a**holes who post slanderous generalities anonymously are right up there with bureaucrats who indulge their own policy preferences over those passed by the People’s duly-elected representatives.

“Secretly overturned” before you have facts is quite a conclusion. Actually, it looks foolish. Mark Twain said ‘get the facts first then distort them anyway you wish’.

The “Rule of Law” resolution has always sounded unconstitutional to me!! County police may have altered their actions but have been gunshy about attempting to enforce federal laws. The last two police chiefs failed to enforce the Rule of Law resolution for this reason?? Just a thought…….
